BREAKING: “The Special Counsel states that ‘while this report does not conclude that the President committed a crime, it also does not exonerate him’” and leaves it the AG to determine if there was a crime. Barr says not sufficient evidence to determine Trump committed a crime.

Mueller did not "punt" on the obstruction conclusion, he followed precedent.
Leon Jaworski was special prosecutor during Watergate. Ken Starr was independent counsel during Whitewater. They both referred their obstruction probe findings involving a president to *Congress* not the Attorney General.

I've long talked about 2 competing theories. One is that Trump colluded with Russia. The other is that the Department of Justice behaved reprehensibly in *pushing* this theory -- dossier-fueled wiretaps, informants, widespread criminal leaks, investigation shenanigans. 1/

Mueller report summary says there was not tacit or express agreement between Trump campaign and Russia to collude. Multiple efforts were made by Russia.
