Mueller did not "punt" on the obstruction conclusion, he followed precedent.
Leon Jaworski was special prosecutor during Watergate. Ken Starr was independent counsel during Whitewater. They both referred their obstruction probe findings involving a president to *Congress* not the Attorney General.

Let me see if I can break this down. @DavidCornDC is correct insomuch as the dossier does say that the Russians dangled biz ops in front of Trump to cultivate and co-opt him. Yet, predictably, he uses the liberal license of omission to mask the fallacy of his entire point.
Corn fails to mention - with good reason, because it would kill his entire narrative with @brithume - that the dossier ALSO says that Trump didn't bite. The dossier notes that any number of deals related to the World Cup were offered, and refused.
As for the Trump Tower Moscow "deal" - it's worth noting that Michael Cohen resorted to googling an email address for someone at the secretariat to try to engage someone in Russia on the tower deal. So, three things: 1-The dossier is bullshit whether characterized accurately or..

1. BREAKING: Mueller has subpoenad Trump Org. for documents, including Russia-related documents. Mueller chose an official act and didn't just "ask for" documents. Subpoena was delivered "in recent weeks".
2. Mueller ordered Trump Org to hand over ALL DOCUMENTS RELATED TO RUSSIA, AND other topics he is investigating, two people briefed on the matter told the NYT.
3. This sure explains the major freakouts Trump had in recent weeks, and it also explains why the House Intel Cmte Republicans laughably tried to claim their investigation was over and "no conspiracy". Request for docs also suggests Mueller is nailing Trump for foreign money.
