New #thread: state calls John Hansley. He’s the deputy county administrator. Says he’s held that position since 1977. Says he’s basically second in charge at the county. Separate from the sheriffs office. 
Hansley says they usually meet on budgets in space in county square. Says this was a chance to speak about the budget. Says the Charlotte trip was the first out of the county and out of the state for the budget.
Now speaking about how he first met Nabors. Says he recalls she had previously met Lewis while they were both working at a law firm.
Hansley now confirming many of the same Charlotte trip details that Davenport testified to. Hansley was also on the budget trip to Charlotte. Says Lewis and Nabors seemed very familiar with each other during this trip.
“They seemed to be almost like the star quarterback and the head cheerleader.” Says Hansley of the interactions between Nabors and Lewis.
Says there was some physical contact between Nabors and Lewis outside the Irish pub. Says Lewis was talking about a “dead man carry” and says Lewis demonstrated with Nabors. Says he saw this himself.
Says they all ended up going back to the hotel. Says he went to his room and called his wife. Says he told her the interactions seemed odd between Lewis and Nabors.
Hansley says Lewis wanted to go out of town to get away from phones and distractions for this meeting. Says there are places in Greenville County to have this type of meeting. Says they all had their phones in them in Charlotte.
Now talking about the next morning. Says Nabors met them after the first part of the meeting. Says she met them after coffee and had her sunglasses on. Says she kept them on through much of the following part of the meeting.
Says they then had a working lunch with more talks about the budget. Says Nabors was talking with him about buying a house with her husband. Says this was a professional conversation and the demeanor between Nabors and Lewis was no longer giddy.
Hansley says this meeting could have happened within the county. Says there’s nothing that stands out to him about the meeting that made it necessary to be out of town.
Says later they went to dinner. Says people ordered drinks with dinner. Considered this a business dinner and describes interactions between Nabors and Lewis as professional. Says they went to a bar afterwards.
Says at the bar two men were talking to Nabors. Says Lewis made sure “they knew he was there.” Says Lewis stayed nearby Nabors. Says at least one of the guys either tried to get Nabors’ number or give her his number.
Brackett asks about demeanor between Nabors and Lewis. “I was more focused on basketball. Says it was March madness.
Hansley says “I thought I knew why we were in Charlotte.” Told his wife. Objection from Wise.
Hansley now talking about budget and giving travel funds to the sheriffs office. Says once those funds go to the sheriffs office the county has no control over how it’s used. Says this is funded by tax dollars. Says it’s public money.
Says the county did not need to approve the trip to Charlotte or the number of hotel rooms. Says all of this was up to Lewis. Direct examination now over. Cross starting.
Hansley says he does not have a county car. Says they took the county administrators county car to Charlotte.
Wise is now asking more questions about the Charlotte trip. Hansley says they spoke about the budget during breakfast, lunch, and at dinner.
Hansley now talking about payment of rooms. Says sheriffs office didn’t not pay for county workers rooms in Charlotte. Says the county workers paid for their rooms on their county cards.
Now talking about creating a good working relationship between the county administrator and the sheriff.
Hansley saying sometimes things that aren’t appropriate for county credit cards end up being reimbursed from personal accounts. Says there’s a process for this.
Cross done. Redirect happening now. Says the trip was set up by Lewis. Says all county employee expenses were paid on his card. Says expenses for Nabors would all be controlled by Lewis since the sheriffs office already had the funds in the budget.
