The Paula Jones case would not speak to this, since these were official government acts and I can’t imagine they are suing him for damages personally (which would be barred by Nixon v. Fitzgerald).
The question of whether the president or other high officials could be deposed in a suit trying to reverse a government as improperly motivated would be dealt with by some other lines of cases I don’t think I’ve read.
