Given the info, this administration has only two reasons for this that roll up (in my mind) into one reason.
Trump is afraid of the economy getting worse, or panic in the streets, or both.
BUT those two things, in his "mind," have a bigger effect: RE-ELECTION.

So what we have is an incompetent @GOP who can't bring themselves to do what they KNOW should be done, (quarantine & cash relief), because socialism or something.
Millions of people will die so trump can be re-elected and skip prison.
