What is the #Budget?
Article 3 of the "Public Accounting Law" defines #budget as “a legislative instrument in which national #revenues & #expenditures are estimated for the upcoming year & by which #tax collection & spending are allowed”.
State #budgets have evolved to become a tool of #foresight, #planning and #accountability based on programs and #performance assessments.

What about Lebanese #Budget? It is a “line item budget”. Spending is allocated annually to gov bodies (admin classification).
It is classified according to purpose of disbursement: edu, health, defense… (functional classification) & to type of spending (econ classification).
How different is Leb #Budget from #Performance Budgeting? PB r based on clear obj linked to measurable outcomes&indicators, medium-long-term plans&annual performance reports. Content classification r by funct/projects, #programs & actions instead of items

What does it include?
Two main components: State #budget and #Annexed_Budgets.
As of 2021, all #annexed_budgets will be integrated in the central government budget (Article 76 of 2019 Budget Law).
What are #Annexed_Budgets?
Budgets of specific #public_institutions of a commercial character, financially independent but without an autonomous status.
Does the budget provide a comprehensive picture of gov commitments? It represents a large share of central gov budget but some spending occurs off-budget.
#Transparency depends on a consolidated “General Gov Budget”.
