Our clear advice to Ministers is to use pro-climate steps as the basis of the UK’s economic and social recovery. Anchor the plan to kickstart the economy in the outcomes that were already implied by the UK’s climate goals.

Pre-COVID, policy progress this year was notably better than the year before, but not enough to be on track for Net Zero.

There has been new climate change apparatus constructed at the heart of government - including a Cabinet Committee, chaired by the PM - but it needs to be *used* to steer and coordinate.
Elsewhere, progress is more patchy or uncertain. It’s not where we thought we’d be by now - a year after the historic decision to legislate for Net Zero.
COVID-19 is a crisis like no other. The economic impacts of lockdown are staggering. It will change the context for achieving our climate goals - and all other goals for that matter.

Top of the climate investments to drive recovery is a national programme of building retrofits to make homes energy efficient and climate resilient. But there are a host of other climate investments that can lead us out of the employment crisis.
We also highlight steps to support people of the coming transition. Especially reskilling and retraining programmes - and the ways that government can encourage some of the climate positive behaviours that have emerged during lockdown: walking and cycling.
And there is advice for @RishiSunak on fiscal reforms that can accelerate the low carbon transition, bringing forward existing spending commitments and carbon pricing to improve the public finances, and leverage private investments.
We also reflect on the steps that we expect from government over he next 12 months as the UK prepares for #COP26 in Glasgow.
We have painstakingly prepared recommendations for *each* Whitehall Department, to aid scrutiny over the cross government effort. And we’ve combined our advice on cutting emissions with the steps necessary to improve our climate resilience.
