@WHO's definition of community transmission allows govts to announce/deny community transmission based on their agenda. Maybe vague but @MoHFW_INDIA is NOT in position to defend its denial. "COMMUNITY TRANSMISSION" is officially used in @MoHFW_INDIA's critical policy/rules. \2 
March 23 by 1800 IST, 2020, we officially had 433 COVID-19 cases, 7 deaths, 402 active. @PMOIndia declares nationwide strict lockdown for ~2 months. Only few places officially had local transmission on. Today, 25 states/UTs have 500+ active cases each. \3
For regions in India where community transmission is on locally, which is accepted by @MoHFW_INDIA (they deny it at scale of India), some essential guidelines in Clinical Management Protocol: #COVID19 (27/06/20) are no longer valid. Why no updates yet? \4
If there's no community transmission in a region, it implies that test-trace-contact is way to proceed & doable, however, we missed this opportunity long back as we ignored large section of contagious/infectious ones, PRE-SYMPTOMATIC & ASYMPTOMATIC. \5
If there's community transmission, govt (state, center) need to deploy medical devices/kits accordingly because even non-COVID medical facility will have to assume any incoming patient may possibly be infected w/ COVID even if symptoms aren't visible. \6
During emergency, COVID or non-COVID hospitals wouldn't ask for COVID test report (which is farce if not RT-PCR or +ve for Antigen). Probable cases become suspect & deceased patients possibly can have #COVID test, comorbidities alone wouldn't be excuse for deaths. \7
There will be appropriate guidelines for protection of healthcare workers from getting infected, which right now is being ignored systematically. There will be upgrade in quality of masks for staffs as any potential incoming patient could be infected. \8
Right now, almost or majority of diagnosis tests are based on ILI-like symptoms, which isn't appropriate. Evidences exist that some other symptoms may arise even if there's no fever/cough etc. We need to update more symptoms for probably cases. \9
Govt would make sanitizer & PPE kits as essential items, first see need of nation is fulfilled before allowing for profiteering sales or exports. Essential medicines would be stocked for required patients and black-marketing would be strictly dealt with. \10
We can hold central/state govts accountable for their actions & how do they measure it w/ time when official cases were too few (March 5, 2020👇).

Guidance for General Medical & Specialised Mental Health Care Settings will have to be implemented, very critical for post-infected and vulnerable section. Strategy heavily depends on level of epidemic and is NECESSARY to implement timely. \12
