Today, the #DayReport will be released, advising @rodericogorman @HMcEntee on #directprovision and the international protection system. @SorchaPollak & @ConalThomas have reported on key recomms this morning: irishtimes.com/news/social-af… & thejournal.ie/direct-provisi…. A v long thread..
Much like NEPHET, the #DayReport advises, Government decides. Lets look so at how the Govt has responded to formal reports on #directprovision since 2009 #directprovision (ignoring the 20 years + of civil society reports calling for abolition) liamthornton.ie/2015/04/06/dir…
This is 3rd Govt report on #directprovision The first @DeptJusticeIRL was focused on ‘value for money’. Despite acknowledging the huge cost of #directprovision, and that integration into the welfare system may be cheaper, DP continued as it was #DayReport justice.ie/en/JELR/VFM%20…
The #McMahonReport in 2015 made a series of wide ranging recommendations. It could not consider alternatives to #directprovision. Many of the recommendations on #directprovision remain unimplemented over five years on #DayReport papers.ssrn.com/sol3/papers.cf…
For exp living conditions in #directprovision by #McMahonReport. Single persons should have a right to apply for a single room after 9 months and this should be ensured “in so far as reasonably practicable”, that they are offered a room after 15 months. #Unimplemented #DayReport
#McMahonReport By the end of 2016, existing centres for single people #directprovision should be reconfigured to provide communal kitchens “in so far as reasonably practicable having regard to any contractual obligations.” #Unimplemented #DayReport
#McMahonReport “By end 2016”, “a sufficient number of centres” should be reconfigured to provide families with use of their own “private living space” “in so far as practicable having regard to contractual obligations” #Unimplemented #DayReport
#McMahonReport, recomm a ‘standard setting’ committee’. Indep Inspectorate to make regular reports on #DirectProvision centres. From Jan 2021 (over 5 years later), standards in #directprovision are to come into force justice.ie/en/JELR/Final_… #DayReport #IUnimplemented, But....
The Standards C'ttee watered down significantly the ltd recommendations #McMahonReport #directprovision e.g. “Shared bedrooms for single persons contain a television, appropriate seating ....” #DayReport No right to private room after 15 months
In relation to weekly #directprovision allowance, #McMahonReport recommended increase that took almost four years for this recommendation to be implemented in Budget 2019. #slowprogress See how this occurred on @ExploringDP exploringdirectprovision.ie/wp-content/upl… #DayReport
Yet officials in @DeptJusticeIRL insist that the #McMahonReport was fully implemented. It was not #Unimplemented #DayReport @ExploringDP exploringdirectprovision.ie/wp-content/upl…
#McMahonReport recommended a right to work, once process for deciding claims was “operating efficiently” (since it did not then, nor ever has operated efficiently- this was never going to be implemented). Luckily the Supreme Court intervened: #Implemented liamthornton.ie/2017/05/30/asy…
However, the right to work was implemented slowly, and some persons in the protection system were excluded (unlawfully) from accessing right to work #directprovision, see liamthorntonblog.files.wordpress.com/2020/06/euro_2… & liamthornton.ie/2018/06/27/put… #DayReport
In 2019, an Inter-departmental Group on #DirectProvision was established, and made recommendations- this report has never been published, as the #DayReport group were established to consider alternatives to #directprovision See here, for overview:
In 2020, the Programme for Government committed to a new approach to #directprovision (note a commitment to ending, but just a not-for profit model). #DayReport static.rasset.ie/documents/news…
The #DayReport issued preliminary recommendations for implementation in June 2020 , but none of these were implemented #NotImplemented four months on #directprovision irishtimes.com/opinion/the-ab…
Since 2015, govts have form in establishing bodies to make recommendations, but then not implementing, partially implementing or after a very long time implementing these recommendations #DayGroup #DirectProvision. Today is not the day for claims of 'yes equality' moments....
The #DayReport is just that a report-remember, Govt decides. We know there will be a white paper on int protection and #directprovision by Jan 2021. If there is not political pressure on Ministers @rodericogorman @HMcEntee to implement then #DayReport will languish for years.
If, as since 2000, the vast majority of the public/voters continue to maintain significant disinterest in #directprovision (or as I initially wrote...'couldn't give a flying fuck'), then all the activism and pressure in the world will not move the politicians #DayReport
