@PaulCaprioglio Senior meal has been a success. Seniors ask if this will continue to Christmas. New Community Center will start to be renovated next Monday. @LuisCha70215912 Sunnyside High will be ceremony at 10 am to name Liles Lane after late Tim Liles. @esparza_nelson thanks
neighbors for alley clean up. Also Trunk or Treat at Roosevelt where Carmel apples given out. @GarryBredefeld Came back from Texas recently and he noticed starkly was they have clean freeways, lawns on freeways , no drug needles at parks, no homeless on freeway. Low taxes, low
gas prices, no cash bails etc. We can’t be desensitized to what we have here in California and we can get back to what California used to back to what we made us great. @kmkarbassi Thanks all that ran for office. Record turnout. We have had a peaceful community and 2021 will
be even better. 1500 Senior meals are all reserved by Saturday so sign up early. Open to all Fresno seniors. Clean up of river by volunteers. @Esmeralda_Soria (calling in ) Free groceries start Fremont Elementary. Blood drive with @AnnalisaPerea at Gazebo Garden. First donors
will be entered into a raffle. Nov 21 community health day and Turkey give away. Covid testing and flu shots. Dec 5 Tamale give away kit as well as Health Day. @MiguelArias_D3 He went to Phoenix to help Arizona turn Blue. He saw every corner at 4-5 liquor stores ; blight, trash
surrounded by new suburbs with new parks. A mirror image of Fresno and “tale of two cities” here. No basic infrastructure, parks and Arizona has higher property and sales tax than California. Election isn’t over until every vote is counted. Everyone deserves basic infrastructure
We did well with budget and public safety as well as new housing and parks. Today’s agenda has more garbage topics though with illegal dumping.
Proclamation of “Sikh Heritage Month” sponsored by Councilmember Soria. All the great things Sikh community brings to the area. Farmers, doctors, engineers , teachers, entrepreneurs. Sikh Adopted a park in District 3. They hosted free health days to help hand out masks etc.
Deep Singh :”thanks for the partnership and trust to help the community. We are integrated with the community. 1912 was first Sikhs to Central Valley but main group came in 1960’s from Punjabi. One of the largest Sikh communities outside Punjabi.
Proclamation of “Alzheimer’s & Caregivers Month” sponsored by Councilmember Soria. Her own mother suffers from Alzheimer’s. 2/3 are women. 65+ who suffer from this will rise to 13 million by 2050. Need to pay these caregivers more due to the hard work. Most of them are daughters
and her own father had to quit his job to provide 24/7 care to his wife. Hopefully sooner than later we find a cure for this disease. @PaulCaprioglio 13 years ago his own father passed away from disease. Dad we miss you and love you.
Consent Calendar:
Register a No vote on 1-R by Bredefeld. 1-P pulled by Soria. Amended calendar approved.
Public Comment now: Dez Martinez Sweeps of homeless are going to occur. New shelters are opening but in December Covid shelters will be closed. She worries homeless will look to vacant buildings and homes to shelter. If City would stop pushing them to state freeway location we
could get them away from that unsafe location. We need flat area for camps. Next: Larry Salinas at Fresno State. Thanks for close connection with City Council. Met to enhance our students and neighborhoods lives. Hopefully this will continue and be a model for other university
towns. Also agrees Alzheimer’s is a tough to care for with his own mother. Everyday is Alzheimer’s Day.
1-G Orange Ave Disposal Co. that has 3 weekend disposals in Spring and Fall for free. This also has two five year extensions of original agreement to 2035. @GarryBredefeld asks rep Dirk Poeschel if he agrees. Yes. Mailer dropped off at residents house. We stopped putting it
online as surrounding cities residents would dump too. We don’t know what cost will be but will come out of litter fund but will have an idea of the cost for June budget talks. We will hopefully see a reduction in street dumping due to this free drop off days. Those who had poor
weather operation clean ups can now pick April to drop off. Tonnage price is what we pay at dump site. Soria: Councilmembers are tired of seeing our streets looking like “crap”. A: Litter fund is maybe $1.1 million. Scott Mozier it is $9 million for median, tree trimming as well
as half of illegal trash pick up. It is about zero in find now. Q: will tree trimming be reduced? A: Jerry says no. Soria: would like more info on cost. Approved 7-0
1-H Actions pertaining to the installation of Immaculight-Illumipure ultraviolet disinfecting fixtures at various Parks etc : 1. Adopt finding of Categorical Exemption pursuant to sections California. Public Works Scott Mozier says vendor is here for questions. Covid dollars
with $5000 per fixture mainly for product. A fan exposes air to UV lighting. Kills microorganisms. Covid-19 is too new to tell exactly. It is being implemented widely. Rural Transit is using this for their buses. (Some tech issues just now from CMAC). Helps reduce pathogens
Vendor says we are independent company. We developed this product due to his business partner was first San Diego Covid patient and wanted to make this a service product when he can back. UV is known entity. EPA registration. FDA certification. Can be used when room is occupied.
Microdroplets are an issue. This is placed in ceiling as droplets tend to go up. Five year warranty. This kills influenza and Covid in 13 seconds. Not a cure all and won’t until a vaccine is developed. Fan keeps the Droplets near UV as long as possible. When filter is swapped
out the manufacture will test it to see which pathogens were found. @kmkarbassi we are running low on CARES dollars. UV types A, B, C but he has seen effect on bacteria and fungi but not viruses. Makes more sense to use this in Fire Department as it can kills Staph. A: research
on the UV A and UV C used in this product. This product has been used already by Coast Guard but with COVID 19 other people are starting to hear about it now. @kmkarbassi Parks will be probably closed so Fire Dept may be best. Arias: community centers are used as warming and cool
-ing centers where most vulnerable (older, homeless etc) together so Arias would like this product there. Assistant City Manager: we can probably fund both fire and Community Centers. Arias: need to spend Covid dollars now for federal regulations. Mozier:$916,000 for Fire Dept
Approved 7-0. 1-F Approve the Third Amendment to the Consultant Services Agreement with Silveira Consulting, Inc., to increase the fee amount by $5,700 for a total amended contract amount of $55,650; and to extend the term from June 30, 2020 to June 30, 2021, for professional
labor compliance monitoring services for the Fresno-Clovis Regional Wastewater Reclamation Facility Headworks Building Odor Control Upgrade project. Soria: why was this delayed ? A: poor contractor caused this. We are looking at disputed items and time delays with the contractor
We need to get this done due to toxic gas needs to be removed so we stuck with contractor but now can work on contractor to pay for additional costs due to delay. Approved 7-0
1-0 *Award a contract in the amount of $2,005,710 to IPS Group Inc. for the purchase, installation, and support of 2,000 credit card enabled parking meters. Soria wonders why lowest bidder wasn’t picked? A: IPS allows vehicle occupancy sensor that tells meter if a vehicle is
present and then used for data and app. Having this already imbedded will be cheaper in long run as other brands would have to be installed into road. $2 million was in lease fund. IPS used in largest ten cities in California. @MiguelArias_D3 thanks staff for help bringing us
into 21st century. Can we have a ribbon cutting for this jokes Arias. Approved 7-0. 1-P 1-0 Reject all bids for the purchase of ten Toyota Prius hybrid vehicles and staff will do a 30-day rebid. Soria wonders why local car dealers don’t bid? A: unsure why they don’t. Soria: we
would like Fresno dealers. Schaad: fleet government are not worth their time is what he was told. They either specialize in fleet sales or they don’t. We can’t make them. Soria: why isn’t worth their time?A: paperwork is tougher is our guess. We can try to streamline it. Approved
10:15
HEARING to consider Conditional Use Permit Application No. P19-04594, a request to establish a Type 20 alcohol license (Package Store - sale of beer and wine for consumption off he premises where sold) for a Johnny Quik Service Station located at 6940 West Barstow Avenue
the northeast corner of West Barstow and North Grantland Avenues (Council District 2). Developer says this has been commercial property for 15 years. Neighbor community meeting had 20 present. Concerns about traffic signal. Proposed Day Care gave letter in support. Solar and EV
chargers to be added. 7 liquor license in census tract. 2 are owned by occupant. Public: we are against liquor license and developer is looking at this thru rose colored glasses. Day Care in support doesn’t exist. We are already dealing with homeless encampments at nearby store
Curtis: city of fresno has worked with us to help retain businesses effected by HSR and Jonny Quik is one of those who has been delayed. We are in support. Next : Peter Estrada I live directly behind this. I am against due to noise, traffic and homeless. Nobody wants a gas station
behind their homes. Next: Tony Spinoni (sp.) says he is a farmer and there is no gas stations nearby and is in support. Ralph Katchadorian of Planning Dept calls on Jose to present.
Only 6 liquor licenses allowed 6 and there are 11 active. PD determined it is not in a high crime area. Staff recommends deny the Appeal and deny CUP to have a type 20 liquor license. @kmkarbassi thanks his constituents. Asks Planning Director Jennifer Clark about community
commercial zone currently. Clark: Day Care has been permitted but gave up to three years to build. Type 20 allows beer and wine only. Karbassi: this council voted to allow another Johnny Quik to upgrade to type 21. I didn’t see anything developed at this corner. Alcohol is legal
But I won’t allow single sale. A person can go to the best cleanest liquor store ever and still abuse it. We can’t control that. I don’t want saturation of crime. Report shows alarms, domestic disturbance , welfare check , medical aid, speeding. If I was seeing violent crime I
wouldn’t support this. Clark: we are consistent to these type of businesses need to meet four restrictions. Karbassi: asks developer Mr Biel what will he do about blight. A: we have professional cleaners. Train workers on ABC. We clean up not just our site but surrounding area.
We remove graffiti within 24 hour. We scrub trash cans. Handicap capable trash can enclosure is used We have gotten everything approved except for ABC license. We save camera recording for 90 days. We do need a bus stop there. Our restrooms are open to public , air is free.
Karbassi: if there is any blight neighbors can call you? A: yes. Karbassi: can you ask neighbors what type of businesses they would want in your strip mall? A: we are open 5 am to midnight. 18-20 employees will be hired and often from neighborhood. Karbassi: if vegetation is
needed to buffer rear neighbors can that be done? A: yes. Karbassi: no Street light currently. I want developer to pay for that. No single sales. Karbassi makes motion to approve this with ABC license. @PaulCaprioglio infrastructure improvements are long term? A: yes my goal was
to get more infrastructure to my constituents. Caprioglio: this is not a new license but a relocation. I will be in support. @Esmeralda_Soria wants to know if art can be added so it is not just the traditional Johnny Quik? A: we will work with neighbors to develop something
It could be standing Art , plant types. Soria agrees to amend to add art. @MiguelArias_D3 can it be forbidden to never sell single sales ? A: Sloan: yes they could if council agreed. Arias: is this liquor saturation needed? Biel: liquor is incidental to business. Arias: so they
could do without liquor sales ? A: they would lose sales of items that are bought when they are Also buying liquor. Arias: is this just a typical liquor store and not a true neighborhood store? A: we will sell nuts, vegetable etc. Amazon boxes may be added to outside. We have not
submitted for that paperwork. Arias: Tower location has Amazon boxes but it has brought crime element to it. Arias: bus stops can bring homeless element like 7-11 across from City Hall. Biel: we put trash receptacles at bus stop. We can sell alcohol at 6 am as state allows.
people can buy on the way to work or on way back. Schaad:owner cleaning around bus stop? Arias: city clean bus stop itself but we expect owner to clean around that area too. Why do we approve more liquor license in already saturated ? PD will write letters where they are not in
opposition of this liquor license. But PD know it can later cause problems. Arias : I don’t see a need to have another liquor license there. More calls for service are often generated by these type of businesses. PD will then need more support to deal with it. The bus stop will
become a problem for the new day care and bus stops. We are just subsidizing businesses with bus stops at the detriment to neighborhood. Karbassi: can we change CUP that PD can decide that Amazon boxes are crime target. Counsel: needs to be in CUP now or it becomes a property
right. Karbassi: agrees to not allow Amazon type boxes. Is there bus transit out there? Schaad: will check. Clark: Council can change hours of operation at anytime. Karbassi: Day Care is in support. Type 20 was upgraded to Type 21 recently by this council. Calls for Service was
reason to support this from PD. Maybe this changes. This isn’t an additional license. Planning Staff: this is a new license. This is not a HSR relocation license. That was already used for another site. Arias: I am against this due to the saturation of census tract. Hours of
liquor sales? Arias: Midnight every night. Most shootings occurs after 10 pm. 6 am sales tends to be transient liquor sales as they spend midnight to 6 am looking for recycling. @GarryBredefeld consistency with cannabis stores then. Arias: cannabis stores will need CUP too and we
Change operational hours then. Soria: Art was part of design committee in tower. Approved with Amendments 6-1 with Arias voting NO. Adjourning for lunch and back for 1:30 item on 7-11 across from Roosevelt High.
1:30 **Consideration of Conditional Use Permit Application No. P20-00545, located on the northwest corner of North Cedar Avenue and East Tulare Street (Council District 7) - Planning and Development Department. 1. ADOPT Environmental Assessment No. P20-00545 dated July 23, 2020
a determination that the proposed project is exempt from the California Environmental Quality Act (CEQA) through a CEQA Guidelines 15332/Class 32 Categorical Exemption (In-fill development). 2. ADOPT the finding pursuant to Government Code Section 65863(b)(2) that there
is substantial evidence in the record that remaining sites identified in the Housing Element can accommodate the City of Fresno's share of the Regional Housing Needs Assessment (RHNA). 3. DENY the appeal and UPHOLD the Planning Commission's and Planning and
Development Director's actions on approval of Conditional Use Permit Application
The request for a CUP alcohol license was denied. Includes six parking spots , four pumps. Surrounding Community does not want this due to being near High School, lack of fresh food, tobacco, crime, danger from fueling trucks. Approved by Planning commission and approved. Appeal
by @esparza_nelson for discussion. Esparza: It almost came forward last year with liquor license. Community does not want it despite it being legal. Community is not asking for another convenience store but something healthier. He will be against project. This is not due to
liquor or license. He will be adding a text amendment so that alcohol will never be sold here now or in the future. Makes motion to deny. @LuisCha70215912 shares his district near this site too. Public : Larry Lopez: athletic director at Roosevelt but glad no alcohol sold there
He is excited that 7-11 will build a new scoreboard for RHS. It would allow us to play football at home as well as soccer and lacrosse. Tournaments may be an option too. Having to keep time by hand currently. Lian Egar of Fresno Economic Organization ( sp.) They have made many
changes to design in response to neighbors as well as adding fruits and vegetables. They offered the scoreboard before this was a controversial project as they want to be part of community. Tony: for the project. Understands why Esparza maybe against it. The current vacant lot is
Being used as a flea market. Something else needs to be put there. These developers are for real and will be there for years. Need to get neighborhood involved but they use it to make money as a illegal yard sales. Bonique Emerson from Precision Engineering. Lot had been vacant
for 30-40 years. Big rig parking , used car sales and non permitted yard sales. All code requirements have been met. Half a million to make it compatible with neighborhood. Locally sourced nuts and fruits. Developer and 7-11 has been moving in that direction already. Architecture
is meant to replicate part of Roosevelt High and eliminates blank walls. Building is brought to lot line to mimic other stores along Tulare. More pedestrian friendly. Low wall and landscaping to screen parking lot and pumps. Commit $30,000 for scoreboard. May not be enough to
cover the entire cost. @GarryBredefeld lot has been vacant a long time, fresh food etc. Will be in favor. @kmkarbassi are there multiple entrances? Will they be both opened due to being pedestrian friendly. Applicant : yes both will be opened. @LuisCha70215912 I got lots of calls
from my constituents. Two groups: 1) no liquor and 2) don’t want to see continued blight at vacant lot. He has often had to call about that lot. We have two parks nearby Verrue and 10th and pocket park 9th and Tulare. He was happy to see applicant work with Roosevelt.
We are in transition to neighborhood markets but applicant needs to help us design what a neighbor market would be. Applicant Sidney Wiener: upgrading food options here and in town. Agree to $5000 donation to upgrade pocket parks near by. Chavez:can you offer internships for
students? A: I will ask 7-11. Chavez: neighbors don’t want liquor or a vacant lot. We need it to keep it clean and not a magnet for crime. A: grafitti will be removed in 24 hours. Chavez: how about a mural? A: I need to ask 7-11 and perhaps mural at another site instead if not
there. Chavez: removal of liquor helped some neighbors come on board. I think Esparza and I will be on opposite sides of this even though we agree on most things. @PaulCaprioglio I respect both my colleagues. My questions have been answered already. A roosevelt graduate and
effort to help Roosevelt. I will be in favor. @GarryBredefeld I am uncomfortable with how this discussion is going. Applicant has committed to scoreboard. Then $5000 for pocket park. Then a mural. We hold a lot of power over their project so they may say yes. If they meet the
requirements and pays the fees that should be enough. Chavez: we didn’t ask for pocket park money. Bredefeld: I know that and your intentions are true and good. @esparza_nelson Bredefeld concerns are good. Applicant are free to build the store by right but not by right to sell
alcohol or gas pumps. City Counsel: the mural , internships etc are not and should not be part of CUP. @kmkarbassi Bredefeld made a good point. A learning experience. RDA worked with the applicant on a project with a mural. I do think we should discuss this in public.
Planning Commission approved this 5-0. Karbassi: agrees with Esparza that no alcohol should ever be sold at this site. Anti growth people can also be anti jobs. Arias: what is proximity to other gas stations and convenience stores? A: half mile away. Not quite sure. Arias:
Specifics ? Emerson: didn’t look at convenience stores. Small grocery stores in the area. Arias: is this a food desert? Staff: not sure. Arias: quite a few of these services in this area.Operational hours? A: 24/7 I think. Arias: staff levels ? A: I am landlord not operator.
We don’t know who operator is yet. 7-11 sends in spot checks to check on franchisee. Arias: who does city hold responsible for operational problems? A: operator. Arias: usually the operator is not the one who presents these projects. The 7-11 across the street from City Hall is a
a problem. We get promised high Standards by developer but not kept up by operator. We don’t know who operator. Bredefeld is correct that we should not ask developer to pay for something School District should pay for like scoreboard. I will be against. @kmkarbassi Landlord but
Did he offer to pay for scoreboard ? A: I tried to work with City and I want to work with community. I am an outsider so I asked what would be helpful. Leanne Egar suggested Roosevelt. Athletic Director : we don’t have a scoreboard. It has taken ten years to get things at Roose-
velt. It should be a true partnership and district could meet up is part way. 1928 it was built. Karbassi: in 100 years District should’ve built a scoreboard. Chavez: I never talked with applicant about adding items to project. Booster clubs help the school along with district.
We do want all businesses to be true partners. Arias: typically fields get redeveloped with scoreboard last to go in. @Esmeralda_Soria applicant commendable for letting liquor license go. We make changes to tract maps for other projects as we know neighborhood better. Architect-
-ure changes is common. She has a 7-11 that has a small library for children in the area in it as there are no libraries near by. She is supportive of this project. Arias: 7-11 across the street is not kept up. Vote to deny first: Fails 2-5
New motion to Approve : Approved 5-2 with Arias and Esparza voting NO.
Esparza: I hope Council approves my text amendment to never sell alcohol there. Recess until 15 minutes for 3 pm Workshop: Community Report from Summit on Violence and Initial Recommendations
Arias: tells audience to social distance in City Hall. This is after the summit we had with some youth. Increase in shooting and PD have done their part but we need to find short term and long term solutions.
@LuisCha70215912 thanks all the youth and organizations that showed up. Summit was very productive. Marcel Woodruff from Faith in the Valley and Advance Peace. @FaithInFresno uptick in violence.Gang Members have same symptoms as PTSD. Destabilize due to Covid created boredom and
more skirmishes between gangs. Covid Resources came in to community and led to drug and gun purchases. Bredefeld asks for clarification. Marcel couldn’t add more specifics.
Next: 20 year old undocumented mother Paula Sanchez and her toddler Ivy. Without services I would probably be in a jail cells. Trauma informed counselors , child care needed; jobs that are available to me are poorly paid.We are the future of Fresno and we need help for our future
Cameron Evans: Stop The Violence SW Fresno. We have the attention of 30 seconds. We are living in a virtual world and the way we think is depleting. We turn to tv and look to a fake virtual world. We are living up to that fake world. Mind Manipulation. Hard to know how others
maneuver their world. A SW Fresno student doesn’t need a psychologist from Clovis. To deplete violence we need to show a different way of living by traveling to HBC or black businesses. Just because you have been thru something doesn’t mean that determines who you are. TV shows
Latinos as a gang members. But if you can show them something that can expand their mind. We are more than what we see. Someone wrote on the summit board said “need more jobs” but who is going to teach them to go get it. Teachers have sometimes tell kids that they are there to
only pick up a paycheck. Kids may leave school and get kicked out due to this attitude. Give us more routes to help us achieve. I study to be a psychology, numerology, alchemy. @kmkarbassi you are not a statistic but an outlier. Well done! Next: Desire (sp)Cooper : I have seen
lots of violence and shootings. I would pick up a basketball when I would get bad thoughts. That was a safe haven for me. More resources to safe havens can help kids like with job training , sports etc. parks are already built but need resources added. Marcel:concrete recommenda-
-tions came out of summit.
Free public transportation is needed. @Esmeralda_Soria Thanks the young people who organized the summit. Investment in our kids is important. She always wanted more for parks. It has been a battle. Their requests are reasonable. Build upon what is already there. Hopefully some of
these youth can be part of Youth Commission. Infrastructure hasn’t been built though. Investments that we make can be helpful. Asks youth to take part going forward. Fresno gets some CBDG dollars due to our poverty. We need to invest some of those dollars to helping. Parks invest
-ments in the park can be powerful. The young mother was brave to speak. @PaulCaprioglio the summit was powerful. Once youth realized we were not going to lecture or campaign to them they opened up. @esparza_nelson thanks the youth today and at summit. Our issues in our city
goes deep. Our budgets have been different the past two years. Going forward it may get tighter though. We are going in the correct direction. @kmkarbassi Aaron taught me to listen to the youth. Example was the teacher who can make or break a student. We just started but going
in correct direction. Arias: judged by our action. Our role will shift from listening to actionable. We are going to reopen community centers for little kids but parents are scared due to Covid. Perhaps we need to focus on youth instead. Low hanging fruit. Safe Spaces with actual
programming. Youth have said since parks are closed can we at least get paid to clean the parks ? How many school districts are Touching at risk kids ? Reaching out to those absent from a zoom call. Community Centers should be open to youth first with actual programming.
We made tough decisions to close parks today the point of taking basketball backboards out. If youth want to have events with social distancing , masks etc we are open to what youth come forward with. Schaad: we would be excited about that. Soria: travel teams are expensive
for families. Other cities have leagues. How far are we from that? Arias:let’s get something by next meeting on the 19th for doing some of these low hanging fruit. Please have organizations start putting budget together. Council going to Closed Session now
Next meetings:NOVEMBER 19, 2020 - 9:00 A.M. MEETING NOVEMBER 26, 2020 - NO MEETING
