With @JoeBiden as President & a GOP Senate, many ppl are asking: What executive action can Biden take to fight the #ClimateCrisis?

We @CBD_Climate have a plan for that: the #ClimatePresident Action Plan! Here are the TOP 10 Actions Biden can take without Congress (a thread):

1/ Without Congress, Biden can declare a climate emergency under the Nat'l Emergencies Act. This w/d allow him to reinstate crude oil export ban and quickly promote rapid clean energy development. #ClimatePresident

2/ Without Congress, Biden can 1) direct @Interior to halt all fossil fuel lease sales & permits, ban #fracking, & phase out extraction on fed land/water under existing law; and 2) direct @EPA to issue strong pollution rules for FF sector. #ClimatePresident

3/ Without Congress, Biden can issue EOs to: 1) reinstate crude oil export ban; 2) halt gas exports to extent allowed by Natural Gas Act; 3) direct fed. agencies to deny permits for new FF infrastructure projects b/c science says incompatible w/ 1.5 C warming #ClimatePresident

4/ Without Congress, Biden can issue EO to shift financial flows from FF to climate solutions:
⏩Direct @Energy to end loan & guarantee financing for FFs & end Office of FF Energy
⏩Direct @StateDept @USTreasury, US Imp/Exp Bank to prohibit US Gov't $ for FF projects oversees...

...⏩mandate @federalreserve @USTreasury manage climate risk;
⏩urge SEC to require corp. disclosure of material risks related to #climatecrisis;
⏩Require fed settlements from corp. wrongdoing do not allow polluters to deduct payments from their taxes #ClimatePresident

5/ Without Congress, Biden can issue EO to @EPA to use the #CleanAirAct to set a science-based national pollution cap (NAAQS) for GHGs + issue strict rules to rapidly reduce GHGs from ALL areas of transportation sector, incl req. 100% ZEV sales by 2030. #ClimatePresident

6/ Without Congress (& per emergency powers), Biden can direct agencies e.g. @DeptofDefense @Energy etc. to direct spending to finance & rapidly build clean, #RenewableEnergy infrastructure that creates good jobs & promotes/expands energy democracy, coops, CCAs. #ClimatePresident

7/ Without Congress, Biden can issue an EO creating a #JustTransition task force to protect our communities and workers that includes unions, workers, Indigenous Communities, frontline communities, and many fed agencies. #ClimatePresident

8/ Without Congress, Biden can advance #ClimateJustice direct federal agencies to assess and mitigate enviro harms to Indigenous People, People and Communities of Color, and low-wealth communities, including providing restorative & social justice. #ClimatePresident

9/ Without Congress, Biden can make polluters pay by investigating & prosecuting FF polluters for the damages they caused & commit to veto all legislation that grants legal immunity for polluters, undermines existing enviro laws, or advances false solutions #ClimatePresident

10/ Without Congress, Biden can not only rejoin #ParisClimateAgreement but vastly increase the US' emissions reductions commitment to slash GHG emissions to 70% below 2005 levels by 2030 & near zero by 2040. #ClimatePresident
