Is a landing zone on fish slowly starting to emerge in #Brexit talks? EU states accept a 35% per cent in UK waters with 5-year transition? Latest with @jimbrunsden @GeorgeWParker which chimes with this thread from well-connected @RaoulRuparel 1/thread

ft.com/content/90e8e0…
@jimbrunsden @GeorgeWParker @RaoulRuparel Before anyone gets too excited, both sides say (I know) they are "far apart" on key issues...but it's also true that both sides have moved off their lines.

Recall we're talking about how much of the €650m of fish currently caught by EU boats in UK waters they should give up/2
@jimbrunsden @GeorgeWParker @RaoulRuparel The EU side started on 15% then 18% and lately 25%...which French are still unhappy about, we are told...but that equates to €158.68m....that's MILLION...bear in mind this FTA would set rules for bilateral EU-UK trade worth more than €650 BILLION. So this sprats n minnows /3
@jimbrunsden @GeorgeWParker @RaoulRuparel Put another way, the EU offer of 25% cuts, equates to, I am told,
- France losing 7% of their quota,
- Denmark 6% and
- Netherlands 8%.

Could they really not get to 35%? As @RaoulRuparel that seems fair compromise /4
@jimbrunsden @GeorgeWParker @RaoulRuparel No one doubts the difficulty of the politics of this, but it is December 21 and close to unconscionable that both sides have are still unable to sort this out - because there are real livelihoods at stake.

This isn't time for blamegame, both sides need to sign a deal /5
@jimbrunsden @GeorgeWParker @RaoulRuparel Of course, the whole thing was never really about 'fish' - it's about level playing-field & competition, and now it seems both sides are not as settled on this as perhaps was portrayed last week. But again, it cannot be beyond wit of both sides to create a system to manage this/6
@jimbrunsden @GeorgeWParker @RaoulRuparel At this point we seem to be stuck in something a political impasse, where Paris is apparently genuinely ambivalent about a deal and @BorisJohnson is reluctant to sign off on the not very good deal he has reversed himself into /7
@jimbrunsden @GeorgeWParker @RaoulRuparel @BorisJohnson The danger is that both sides convince themselves that a 'no deal' is preferable to the compromises - the French think they can screw a better deal out of 'no deal' Britain; the Brits think 'no deal' is just a few months of painful adjustment for business /8
@jimbrunsden @GeorgeWParker @RaoulRuparel @BorisJohnson That would, as @RaoulRuparel says, be an "epic failure" on behalf of both sides.

Today we had a small foretaste of what no deal might look like - and away from the high politics it means pain for ordinary people.

Like the haulier I spoke to today losing £5k a day! /9
@jimbrunsden @GeorgeWParker @RaoulRuparel @BorisJohnson Paul Jackson, boss of @ChilternDist, has 30% of his biz based on EU traffic. A lorry generates revenue of £700-£800 a day when moving...today he had six loads cancelled...and more cancelled tomorrow. That's revenue that wont come back. Revenue for companies, staff, drivers../10
@jimbrunsden @GeorgeWParker @RaoulRuparel @BorisJohnson @ChilternDist There are thousands of these stories...and it's too easy to say that "business will adjust" - it may well, but at what cost?

This entire #Brexit process has paid far too little attention to people who make things, move things and provide valuable services across borders/11
@jimbrunsden @GeorgeWParker @RaoulRuparel @BorisJohnson @ChilternDist It really is time to do a deal. The EU-UK relationship is going to evolve - probably messily - over time anyway.

A bare-minimum foundation is self-evidently in everyone's interest, but the lack of political heft means the bigger picture is getting lost.

Time to focus. ENDS

Good to see @Marthakearney on @BBCr4today taking @pritipatel to task over the numbers of lorries in Dover - now 1,500 in Stack (M20) and Manston airfield combined - rather more than 170 that @BorisJohnson said yesterday, baffling haulage groups /1
@Marthakearney @BBCr4today @pritipatel @BorisJohnson She won't say whether lorry drivers will have to take a PCR test (long-winded, requires RNA extraction etc. 24-48hrs) rather than much faster (and less sensitive) lateral flow test. Short Strait will struggle to operates with PCR tests. You'd need one yesterday for tomorrow! /2
@Marthakearney @BBCr4today @pritipatel @BorisJohnson Because of the delays that have empty lorries already stuck in the queues, in an earlier interview British Retail Consortium @the_brc Andrew Opie said fresh food shortages would occur within days because lorries couldn't get back to Spain etc to reload /3

BREAK: 🚨🚨🇫🇷🇬🇧🚗🚙🚗🚙🚗🚙🚗🚙🚗🚙🚗🇫🇷🇬🇧🚢🚢🚢🚨🚨 The UK rejects Dover funding bid to double French passport booths via @FT - long queues ahead...as other ports also don’t get money they asked for to build #brexit border. Stay with me/1 thread
on.ft.com/3nnTpyQ
@FT So what is this all about? Well back in October the govt announced a £200m Port Infrastructure Fund - details below - for ports to get ready for the new trade processes for #Brexit border. Dealing with those 215m extra customs decs etc.. /2

gov.uk/government/new…
@FT Today we find out what everyone got - but it turns out that 54 ports asked for more than £450m - so a LOT have been bitterly disappointed. Not just Dover (on which more in a second)...they are furious the government is not willing to fully fund the very borders they mandated /3

It's OUT! My latest @ft #Brexit Briefing...so, was last night's disastrous dinner a "Merkel moment" like in 2019...or just the next zombie-like step in the no-deal death-dance in which both sides now seem to be engaged? Mmm.... 1/Thread

ft.com/content/bc7f0b…
@FT So first, the "Merkel moment" - I'm referring to that "brutally frank" phone call in October 2019 in which the German Chancellor told @BorisJohnson that the EU really wouldn't accept a tech trade border in Ireland - as David Frost has been insisting they would /2
@FT @BorisJohnson No. 10 reaction furiously, said it was all over etc. BUT when the penny dropped, it also triggered movement - the meeting in the Wirral with @LeoVaradkar and nine days later a deal!

Could something similar happen this time after another brutally frank exchange? /3

So @michaelgove was just on @BBCr4today talking about NI protocol & #Brexit. He started with some basic points...

Re EU inspections: “What we have is EU officials visiting NI with an opportunity to watch UK officials making sure these checks are there.” 1/
@michaelgove @BBCr4today And then confirmed that there would be no Exit Summary Declarations NI-GB:

"No checks on goods going from Northern Ireland into Great Britain."

All good so far...but then the actualite started to get a bit stretched...as he continued by saying.../2
@michaelgove @BBCr4today “For businesses in Northern Ireland life will *continue as it has beforehand*, fully part of the United Kingdom, able to take advantage of our trade deals, as we leave the EU as one united country, and also *without border infrastructure*.” @MichaelAodhan
@Big_Kells

So today (amid all hullabaloo on Johnson visit to Brussels) the new Irish Sea trade border after Jan 1 will start to take form - expect some short term exemptions (perhaps 3 mths on Health Certs, I hear) to save blushes, but deeper long term structural change. #brexit 1/
Avoiding short term disruption will not obscure for some groups and traders the reality that NI consumers and businesses are going to operate in a new/parallel reality in order to avoid that trade border in Ireland returning. /2
Big supermarkets and AEOs will get some Retail Movement Scheme easement to allow certification in distribution centres for example; month long validity meat certification - but likely only for companies with track record and fixed points of sale. /3

BREAK: The UK drops all its 'law breaking' clauses - including plans for more in forthcoming taxation bill - after @michaelgove
and @MarosSefcovic agree deal on terms of implementing Northern Irish Protocol. 1/

gov.uk/government/pub…
@michaelgove @MarosSefcovic This is obviously very good news - recalling that it relates to the implementation of last autumn's deal to allow #Brexit to happen without returning a trade border to island of Ireland...but leaving one in the Irish Sea. /2
@michaelgove @MarosSefcovic The statement says that the two sides have determined "criteria for goods to be considered 'not at risk' of entering the EU" - though the extent to which goods pay tariffs UK-EU will depend on whether we get an FTA with the EU. (Even if we do, some still will) /3
