Cancelling the UP-DND accord will have the greatest impact on everybody's right to speak and to peaceably assemble. All throughout the lockdown, UP campuses (esp, Diliman) have been rallying points for the biggest assemblies against terrible governance and government policies.
Because police are explicitly barred from interfering with such protests in campus, they were relegated to the sidelines, preening by the checkpoints, making entry difficult.
The UP-DND agreement doesn't really ban police or military presence inside campuses; it just kind of...
...regulates it. It requires the DND to ask permission or at least notify the UP admin to conduct action within UP premises. Mind you, UP has its own "police force", the UP police plus its extension SSB personnel to maintain order in campus, so it's not all anarchy inside.
Lorenzana's letter is ominous and self-righteous, like a far-right terrorist manifesto. Claiming that the agreement is a hindrance to effective security of the UP community, he fails to acknowledge why this put in the first place - as protection against...
...violent and abusive state forces, post-Martial Law. Saying that this will be to safeguard the youth, he hints at arrests and other military or police operations inside the school.
When Lorenzana says "we do not intend to station military or police inside UP campuses nor do...
...we wish to suppress activist groups, academic freedom, and freedom of expression", it feels more like a threat, like a promise to do the opposite.
Huwag mag-panic! Ilang paalala kapag may taong hinuli.
Tandaan ang sequence of events.
What's the difference between the declaration of a state of public health emergency and a state of emergency?
These declarations of a status or condition is given to the executive, just to reflect what's happening. Ano nga ba ang nangyayari?
The Secretary of Health declared a public health emergency because there was an epidemic that threatened lives. The president now wants to declare a state of emergency, which is more sweeping than just a health emergency.
Now, the declaration is only the first step towards constitutional authorization for the exercise by the president, Congress or the State of extraordinary powers and prerogatives.
