Joseph Castro to speak now. Thanks Council for allowing him to speak. President's Medal is highest non-graduating award. Awarding the Medal to @PaulCaprioglio for his tireless work to make surrounding neighborhoods around Fresno State safer.He has lived in District 4 for 40 years
Castro places medal around Caprioglio's neck (both keep masks on but shake hands). Chavez jokes we should name airport after Caprioglio too. This is Caprioglio's last meeting. He is tearful and emotional. "I am overwhelmed" and always give service to Fresno State until he dies

Council Comments: Soria:I did test positive to Covid. Take precautions while in public. She has had mild flu symptoms and is lucky that way. She will stay at home.Thanks @AnnalisaPerea and her District 1 team as well as Iron Workers in helping with food distribution. another food
distribution at Central High. Also a Toy Drive and selected 30 families will receive a holiday meals and gifts. Go get tested for Covid! Fairground has an hour line when she went thru.Karbassi:Soria sounds great and hope she recovers quickly. Thanks nurses on frontline with our
ICU beds are having shortage. Need to keep community safe and economic pain balance. Thanks his staff for making his job easier. SAFER distribution will keep providing food but on Holiday Schedule.Thanks Lee Brand and Caprioglio. 2020 was a tough year. Thanks City Manager for

@D7Esparza Wish farewell to Caprioglio. We often would get ice cream and catch up. He has a heart for service. He is a statesman. Soria:Has served 6 years with him. Learned a lot from him and maybe she taught him a few things. Delivered for his District. Thanks for trying to keep

lenger. We tell homeless there are beds but there isn't. There are those with mental illnesses or addictions. But not all.However the longer they are there they will develop those issues. Important to get them off the streets quickly. @IamEricPayne Sabrina Kelly would be a good

Joined Police Academy in 1991 as one of the first Hmong officers. Chavex' father and Vang were friends despite language differences. Vang lived in SE Fresno and sent his children to SE schools. Fitting the new substation in SE Fresno to be named after him. Vang's son CoryVang
speaks. His father always worked but his action spoke for him. Tried to represent the Hmong people well.Thanks Chavez. Thanks all council and the Police Department . Next Fresno PD Brandon____Miller: What Vang did with his life was good for everyone but especially Hmong people.
SE PD Captain Anthony Martinez : Pia and himself overlapped one year. Vang was there 20 years. Vang alwsys did the extra stuff for his community. Vang often had to have a formal goodbye to his officers before he left. On his last day Vang had said goodbye an hour earlier to
Captain Martinez. Those kind of people really want to hear how your day went. Same when Vang would ask those in community how the PD could help. FAX director Gregory Barfield says it is appropriate the substation is named after Vang as that what was FAX land. Vang also was
assigned to FAX his last year.@gregorybarfield (Councilman Caprioglio is back) Caprioglio says Vang's funeral showed how beloved he was in the Community. Soria: He was an ordinary person making extraordinary differences. Arias: when he was part of naming an elementary school
after General Pao it showed him how close knit Hmong people. Immigrant community that come to Fresno helps make Fresno what it is. Starting with nothing with no bootstraps or boots and move on to being a success. Hopes son Cory Vang knows how much your father meant to Fresno.

for COVID-19 responsive measures (Subject to Mayor’s @LisaYFlores1 wants to know how much will come from General Fund. Financial
Director Lima asks for clarification. Arias:Money needs to be spent by December 31. That money will go into general fund to be expended on Covid contracts that have been already approved such as Fire Department but haven't arrived yet. Mayor Brand agrees. Approved 7-0

Arias: Makes notion to Approve. Will make non-baseball days be available to City and community within 60 days. Soria: would like annual audit of baseball team by a third party. @GarryBredefeld Some short sided criticism at press conference yesterday. Same criticism he heard
10-20 years ago when he voted to build the stadium. This was a blighted vacant lot. There was numerous obstacles. Some felt it needed to be mid-town, berms only or not built at all. Downtown needed stimulus. 8-10 million fans have gone thru the doors in the 20 years. We sold it
out at least 5 times and soccer had 16,000. It is a jewel downtown. There is a multiplier effect with downtown stadium. @BitwiseInd Jake Soberal of Bitwise would never built downtown without stadium. (Bredefled lists lots of commercial and housing developments.) We got tax
revenues. Increased property taxes. Stagnant buildings have now changed hands.There will always be Monday Morning Quarterbacks. We should have built this. However Major League has lots of power and took our Triple A team. @D7Esparza He agrees. We were taken aback by this MLB
reorganization but we will have baseball at least and be open to future prospects. Soria: Stadium was a good idea. She may disagree with size of stadium. It is what it is. Parks and Stadiums are not direct money makes but make indirect money makers. That is why we need more parks
and why we need more amenities.@kmkarbassi District 2 voters: this is not a fun vote. City of Fresno is subsidizing baseball. Because i will support this doesn't mean i will support next similar thing. MLB has power.Bredefeld is right there was investment in downtown. Reserves
in coffers is important in recession 2020. Chavez: this is not a difficult vote for him. Bredefeld
quantified the benefits. It is profitable despite bonds taxpayers have to pay. Traffic was brought downtown.Chavez remembers when this was just a parking lot. We will find that
the stadium multiplier effect will show this was profitable. Taco Throwdown at Grizzlies Stadium was on national talk shows. He ate 20 tacos. We need to maximize events at stadium. When national chains left it was small businesses like Tioga that replaced them.Arias: the develop
-ments Bredefeld listed is not due to stadium but what former mayors and councils did. People want to have what north Fresnans have: a neighborhood. There was arguments not to fund a Community Center in District 4 saying all money should go to PD. We were not able to use stadium
on non-baseball days. We will now. General Fund Money can be used also for High Speed Rail station, small businesses, a Community Center in mid-Fresno. We need to reset our mindset as it helps the community. He has community centers in his district that need a new roof.
Approved 7-0. Arias: thanks Mayor and staff for getting us to this point. Mayor thanks council for stepping up in this difficult decision. Next: Limit mass gatherings due to Covid-19. Chavez: Codify what we are asking. Asks Governor Newsom for relef at ICU as well as more vaccine
for medical workers. We want people to be safe. We don't want to take freedoms away but ask people to take care. We don't want to flood ICUs. I don't want people having covid spreaders like backyard concerts and charging for it. Our covid rates are very high and getting worse.
These numbers are real. Need people to be responsible. Chavez makes motion with Arias seconds. Soria: State needs to help medical . Additional medical personel needed. We are in this together. We need heads of County and Fresno PD all saying the same thing. We need our medical
workers to be not so fatigued they can't provide adequate help. Public: @LovesMercy Brandi: thanks for concern for medical workers. We can't open convention center as we don't have enough workers. She has had friends who have had a long time to finally get a hospital bed.
@LisaYFlores1 Get word out that exposure notifications on Android and Apple are now available. Also where does age 50 come from? Also only have finite number of medical workers.What happens if we can't find medical staff Go out for waffles? @kmkarbassi City can reserve right via
Code Enforcement? Sloan agrees. Karbassi: superfluous language and we need unified vote. We don't want to put medical workers in tough position but don't want to put bans on backyard events as it is already in our Code Enforcement. I see parties in his district. They are selfish
but he thinks neighbors need to publicly shame is better. Makes motion to separate point 2 from medical portion. Bredefeld seconds. @D7Esparza This language helps emphasize. I don't see us getting money from State as our County has not done much. We have lip service to health
workers but we need to walk the walk and not watered down legislation. Karbassi: "Lip service". Not Either/Or I worry about schoolchildren and small businesses. If this is left in we won't have 7-0 vote. This on us. He feels new administration will be able to get resources. Arias
says he took brunt of blame. Lots of racist Facebook comments. I did get phone calls about backyard concerts though. Foster Farms, Amazon rules to notify covid exposure. Facebook commenters don't live in my districts and they don't have to see the people in hospital hallways due
to lack of beds. Medical breakdown is here. It is here now.Even then it doesn't stop some. He has a pastor having an indoor concert in his district. PD Chief Hall hasn't been inside hospitals. I am at my wits end. If we can't get on the same page as to preventing deaths. Is 50
the limit for concerts too low? 100, 200 ? We can talk about that. We talked about watering down this bill. Lets not water down the constitution either. We are all frustrated. Everyone knows we can't have a concert. But lets be unified. Chavez: what is happening is what is
happening around the nation. Where did we get to the point of ignoring medical advice. Math doesn't lie. We have to act even if it isn't popular. I revere our Constitutional Rights. People are having concerts. We are all tired of this pandemic. By not reducing the number we are
