A march has begun in Northwest Portland. A group is blocking traffic as it moves. Officers are monitoring the situation and using a loudspeaker to communicate with the group.
To the group: The street is open to vehicular traffic. Move out of the street and to the sidewalks. Failure to do so may subject you to arrest, citation, or the use of force including, but not limited to, crowd control munitions and/or impact weapons.
A police perimeter has been set up around a group. To everyone inside the perimeter: you are being detained for investigation of a crime. You are not free to leave. You must stay where you are and comply with officers' lawful orders. (continued)
Failure to comply may result in force being used against you to include, but not limited to, crowd control agents, impact weapons, or tear gas. If you attempt to leave the area, you are subject to arrest. (continued)
Do not interfere with officers as they perform their duties. Please sit down and stay where you are until given additional directions.
Legal observers, come to the corner of NW 14/Marshall and you will be released one by one.
Credentialed press, if you wish to exit, please bring your credentials to NW 14/Marshall to be released.
This is a temporary detention. We will be removing you one at a time. Please remain calm and wait for directions.
Anyone who is medically fragile or anyone who needs immediate medical attention, please come to NW 14th and Marshall to exit.
Everyone on NW Marshall St who is in between the lines of officers, 13th to 14th, proceed one at a time to NW 14th and Marshall. Prepare to be escorted out by officers. Failure to comply will subject you to arrest.

PPB has received questions regarding enforcement of Governor Brown's recent executive order. We will still be acting under an education first type of focus rather than an enforcement first type of focus.
We will continue to try and gain voluntary compliance to this order when responding to calls for service involving perceived violations. Citations or arrests will only be made as a last resort.
Please do not call 911 to report violations. For businesses in violation, OSHA would be the appropriate organization to notify, as well as OLCC if that business serves alcohol.

A march in the street traveling southbound on NE Martin Luther King Jr. Blvd has broken windows in multiple businesses. The gathering is at NE Multnomah St. Officers are responding. Drivers in the area use caution as people are in the street.
To those marching on NE Martin Luther King Jr Blvd: This has been declared a riot. Members of this group have been observed damaging multiple businesses. All persons must immediately leave the area. (continued)

A mass gathering has formed at Southwest Park Avenue and Southwest Madison Street, where some are trying to pull down a statue with a chain. To those taking part: anyone involved in criminal behavior, including vandalism, is subject to arrest or citation. (continued)

A gathering has developed outside of North Precinct. Drivers in the area of NE Martin Luther King Jr Blvd and NE Killingsworth St please be cautious. Most in the crowd are dressed in all black and may be difficult to see.

There is a gathering in Kenton Park and learned that it was the initiation point of a planned unpermitted march. Participants were seen wearing body armor and helmets. Officers observed shields and moved in to take them for safekeeping before they could be used.
Objects were thrown at officers. At least two people have been arrested.
To those gathered at or near Kenton Park: the roadways near Kenton Park remain open to vehicular traffic. Immediately vacate the roadway and proceed to the nearest sidewalk or into Kenton Park.
