Just got notification of an amended copy of the Education, Labor, Housing and Family Assistance (ELFA) Budget Bill.
The just released C-print of the ELFA budget bill includes a #Broadband program for low-income New Yorkers.
The ELFA Budget bill includes the "COVID-19 EMERGENCY RENTAL ASSISTANCE PROGRAM OF 2021." Payments can cover rental and utility arrears going back to March 2020 and up to 3 months of prospective rent. Only "rent burdened" households can get prospective rent relief. #RentRelief
The ELFA budget bill includes language that appears to assuage concerns non-profits utilized by OCFS had about the state reducing their aid if they received PPP money.

The state won't recoup its funding if PPP $ used for pandemic expenses or to make up lost revenue.
The ELFA budget bill includes a program dealing with adverse childhood experiences.

Why doesn't online sports wagering violating the state constitution's strict restrictions on gambling?

Because it's the "sense of the legislature" that wagers cast electronically through equipment (a server) at a casino make it fine, according to new budget bill text.
It appears that mobile sports wagering platforms will be taxed at least 12%, but actually rates will be based on a competitive bidding process conducted by the Gaming Commission. In-person sports bets are taxed at 10% of "sports wagering gross gaming revenue."
The online sports wagering language in the budget includes a provision ensuring $5 million annually for youth sports.

This was a priority of Assemblywoman @mwallace143.

For all you driverless cars fanatics, the governor's #nybudget proposal extends the existing pilot
program for testing of autonomous vehicles for another two years. Also calls for ending the state's "one-hand on the wheel" requirement with regards to autonomous
vehicles.
Governor's #nybudget would make ALL vacation rentals subject to state and local sales taxes. Taxes would be collected by renting service (#airbnb, VRBO, etc.).

These types of local taxes are collected in a piecemeal fashion based on various county agreements.
Gov. Cuomo proposes giving counties the ability to retain their 4% local sales tax rate without repeatedly getting authorization from the state to go above 3%. This would eliminate a lot of legislative busy work in Albany.
