Scam explained
1. A shady builder's lady accomplice purchases a flat in Stone Castle CHSL, Borivali.

2. She makes friends with corrupt people in society and they all become committee members since no one knows of their devious plan. The lady becomes Chairman and starts execution of their plan to handover redevelopment DA to her builder.

3. They are all promised huge gains by shady builder
4. For demolition and giving building to this shady builder, In 2019 corrupt committee calls for Structural audit of building.

However, building audit report is C2B and their devious plans get stuck. Since building needs only repairs in C2 category.
5. Politicians get involved and 2 agencies are called in 2020 to do audit again (on same day). Their report is C1.

Urgency is shown by chairman and their accomplices to handover redevelopment to this shady builder.
6. While checking builders credentials it is found he has never built any building and just dug a huge hole at 1 place and left the hole since 7 years.

7. RTI query reveals agencies refused him permission to develop the building as he didn't follow procedures

8. This arouses suspicion in some members and they complain to Registrar. Registrar finds that due diligence u/s 79 A not followed by committee and it should be dissolved and administrator appointed. Chairman ignores Registrar report due to political support

9. Aggrieved members reach court requesting for court monitored structural audit . City civil Court dismisses interim relief

10. Members approach High Court . HC doesn't provide stay . However asks aggrieved members to provide undertaking for any eventuality and asks City civil court to hear matter within 15 days, especially considering housing members situation during covid pandemic.

11. Meanwhile Registrar calls shady developer and accomplice chairman to explain irregularities in committee procedures and dissolve committee and appoint administrator. Sensing loss of grip , shady developer and chairman seek help of political bosses to urgently demolish bldg

12. HC order being ambiguous , corrupt officials under political pressure, take advantage and disconnect electricity and water connections and give demolition notice

13. Aggrieved members losing hope fight last battle and try to do audit in their own apartments. The audit report is stopped in between by chairman with help of police who are obeying their political masters. 100s of crores scam seems to be happening

14. However partial audit is completed by 21 members out of total 55. Audit report is C2, requiring repairs and not demolition.

15. C2 structural audit report is submitted to MCGM, but they MCGM refuses to reconnect electricity and water. City Civil court surprisingly refuses interim relief.

16. Aggrieved Members stuck in their homes , praying for justice , if there exists any in this great country.
