These streets are major thoroughfares and need to remain open. PPB has announced to the crowd they need to allow traffic to move through.
Someone lit a fire behind the PPA office possibly in a garbage can. People are shooting fireworks toward the building. PPB has issued multiple announcements to open the roadway and stay off PPA property.
PPB has issued force warnings reminding people who commit crimes they may be subject to arrest or citation. Those who fail to follow directions and commit crimes may be subject to crowd control agents including tear gas and impact weapons.
Pedestrians and vehicles blocking the streets and fireworks being lit.
People appear to be using accelerants on a door to ignite a fire which is growing larger.
PPB incident command has declared the criminal conduct by members of this crowd to be a riot. PPB is working to clear people from the building and intersection so fire fighters can put out the fire.

PPB has arrested one person. Portland Fire & Rescue has put out the fire at the PPA building.
Many in the crowd have returned to Kenton Park and seem to be loading into cars preparing to leave.

A crowd of about 200 have gathered near the Kelly Penumbra building. Projectiles including bottles, rocks and large fireworks have been thrown at police. Windows have been broken. 1/2
Multiple warnings have been provided to the crowd regarding force or munitions being used if the criminal behavior does not cease. Fires have been lit. Traffic is impacted in both directions on East Burnside Street near 47 Ave. 2/2
A march has begun in Northwest Portland. A group is blocking traffic as it moves. Officers are monitoring the situation and using a loudspeaker to communicate with the group.
To the group: The street is open to vehicular traffic. Move out of the street and to the sidewalks. Failure to do so may subject you to arrest, citation, or the use of force including, but not limited to, crowd control munitions and/or impact weapons.

PPB has received questions regarding enforcement of Governor Brown's recent executive order. We will still be acting under an education first type of focus rather than an enforcement first type of focus.
We will continue to try and gain voluntary compliance to this order when responding to calls for service involving perceived violations. Citations or arrests will only be made as a last resort.
Please do not call 911 to report violations. For businesses in violation, OSHA would be the appropriate organization to notify, as well as OLCC if that business serves alcohol.
A march in the street traveling southbound on NE Martin Luther King Jr. Blvd has broken windows in multiple businesses. The gathering is at NE Multnomah St. Officers are responding. Drivers in the area use caution as people are in the street.
