#BombayHighCourt to hear plea filed by Mumbai lawyer seeking door-to-door #COVIDVaccination for citizens above 75 years of age and those who are specially-abled or bed-ridden.

In the previous hearing the Bench of Chief Justice Dipankar Datta and Justice GS Kulkarni had asked the #centre to revisit its decision of not encouraging door-to-door #COVID19Vaccination for the elderly and persons with disabilities.
1. That co-operative societies which are holding camps. That is a positive move. 2. There is still no answer on bed-ridden patients. Maybe the ward wise camps will help
Kapadia: We heard in the morning that the prisoners are getting vaccination through their prison numbers. Something should be considered for non-prisoners who do not have the identity cards.
Kapadia: Online registration is compulsory for vaccination, but then what happens to people above 75 yrs who are not tech-savvy.
CJ Datta: Yesterday myself and the senior administrative judges had a meeting with the BMC Commissioner to know the situation of vaccination.
CJ Datta: By Monday they will be putting in place a system in each wards. There are more than 200 ards. There will be a vaccination in each wards. 72000 wards. That is how they are trying to decentralise.
CJ Datta: Because that is increasing the risk of infection. What Kapadia has suggested is actually important and ought to be considered.
ASG Anil Singh submits that now that there is ward wise vaccination happening, it is better to check how it happens and then see what happens thereafter.
CJ Datta: In a previous order of ours, we have passed an order where we have asked you to re-consider the policy. After that you should have discussed and come up with a response. We had given our reasons for not agreeing with your affidavit.
Court: Thereafter you had assured us that you will reconsider. Where is your reconsideration?
ASG Anil Singh refers to the affidavit filed in Supreme Court.
Court: Mr Singh if this door to door vaccination had been in place, then a lot of prominent deaths could have been avoided. I am not taking names. Prominent in all walks of life.
Court: But in their health conditions, what was the possible way to vaccinate them. Just today we got to know that Assistant Government Pleader Mattos passed away today due to COVID.
ASG Anil Singh: Just for this matter let me state that the ward wise drive be carried out and then we can see how it works.
Court: One of the picture which appeared in local newspaper is that senior citizens going on wheelchair waiting for vaccination. That is not a happy sight
Court: They will get infected and that will add to the number of patients.
Kapadia: We have incidents where the senior citizens got COVID after getting vaccinated.
ASG: Once we have ward wise then the problem will be solved.
Court (to BMC): We want an affidavit by Monday evening that this ward wise vaccination camps have started.
Court: There is problem on availability of vaccine also.
ASG: Covishield will be made available. Covaxin will be made available.
Court: We are aware administration is stressed, doctors are stressed.
ASG: Whenever I call for instructions, either the officer is in hospital or in isolation.
Court: When some person we know here travelled from here to abroad.
Court: He was negative when he left from here, and then positive when he reached that place, which was two days later.. His entire family was positive here.
It is that uncertain now.
Court asks ASG to apprise the Court on next Wednesday what decision will Centre take on the door to door policy.
Court asks BMC and PMC what happens to vaccinations of people who do not have identity cards or who cannot register themselves on CoWin.
Hearing ends. Matter to be taken up next Wednesday.
