The issue now is point of replacement of cylinders which is the crucial time when oxygen pressure drops and casualties Aries, says Court.

Court is informed that the not so serious patients could be shifted to lower floors of GMC as flow of oxygen on higher floors gets depleted because of heavy usage on lower floors.
GMC doctors: There are serious patients on higher floor, they cannot be moved.
Court: We don't know medical and physics, but we know such a mighty state how can you not be able to get solution for this? This is not about economics.. it is about lives of people..
Court: We need a status report by Saturday .. if the deaths position does not improve and we are not satisfied with the status report then there will be a hearing on Saturday morning. Everyone is working 24×7 judiciary cannot be an exception.
Adv Vivek Rodrigues for Scoop Industries informs the Court that the issue is not just of oxygen but also changeover of trolleys which happens several times during the day.
Adv Palekar for one of the petitioners informs the court that GMC has a problem where the oxygen pressure drops at the time of changing if trolleys. 3 patients died due to this.
Adv Akash Rebello: In their enthusiasm to send oxygen to GMC, they did not supply oxygen to private hospitals and the private hospitals faced many problems.
Rodrigues: But GMC did not say there was an issue of private hospitals not getting oxygen.
The position of casualties is already referred to us. From May 1, 2020 this is the position of casualties at GMC. Out of these several casualties have been taking place between 2 and 6 am
We are again assured by the government that there is no dearth of oxygen. They have posted out that Centre has increased the quota for Goa due to overwhelming COVID cases.
Order:
They authorities have assured that they are following up with Centre to get it. The Centre is directed to make the quota available at the earliest.

On our query about deaths last night we are told that there are logistical issues involving the tractor which carries the trolleys of oxygen and connecting the cylinders to the manifold.
Order:
We are explained that during the process there was some interruption which resulted in the fall of pressure to the supply lines to the patient.
Order:
It is on account of this that we are told that some casualties have taken place. We are pained that such logistical issues should give rise to such serious consequence to the COVID patients.
Order:
We expect the state to overcome these logistical issues so that precious life is not lost in account of deficiency in the supply of oxygen to patients

The dura cylinders will be positively installed at GMC by today and made operational. Such cylinders will assist in riding over the difficulty of replacing trolleys.

Effort is being made to engage services of expert drivers to drive the trolleys from plant to hospital. The drivers will join from tomorrow.

323 oxygen concentrators are being flown into the state for use at GMC by today itself. Supply of oxygen position as on May 12 will also continue on May 13 and few more days. (Which was increased after court directions)

Scoop’s technician at GMC to see to it that oxygen supply will be maintained and that there will be no problem in supply to other hospitals.

Health secretary to file a status report by tomorrow 6pm. If we are satisfied with the affidavit then we will hold further proceeding on May 17.

AG DJ Pangam: ambulances was a problem earlier but now there is not so much problem.
AG DJ Pangam: There are problems as beds were not available so ambulances were stuck. But now it is low now. Now everybody is given admission.
Court: the issue was of availability and over charging.
AG DJ Pangam: The Health Secretary and we will deal with it.
Court: what about hearse vans?
Court is informed that there are news paper reports that private hearse van owners are charging more than 15000.
Court: It is unfortunate but no one should be allowed to make profit during such disasters.
Court: What about testing? The principle bench has said that results of the tests conducted should not take more than 24 hours.
AG: We will look into it. We are looking at the 3rd wave now.
Court: Then let us know by Monday. We should pray that there must not be a 3rd wave.
AG: There are many things we cannot say in open court. But we want to inform the court so in camera we will address the court after this court hearing.
Court: Yes although this is not an adversarial litigation, but somethings should not be out now. We agree.
Court will hold an in-camera hearing after this hearing is over.
AG points out their application for variation on the order directing restrictions.
Restrictions on the workforce is a genuine problem. We do not want to dole out favours. May I request for a hearing tomorrow? There are people stranded. There is tremendous pressure.
Court: We will consider on Monday only AG. There is holiday tomorrow, then weekend is there.
Either we have a hearing on Saturday, or on Monday. We will now join the meeting with the Chief Health Secretary.
