The Chinese version of the story is the closest to the truth. The story begun with a HongKong murderer…
1. A HongKong man named Chen Tongjia murdered his pregnant girlfriend in Taiwan and abandoned her body in a suitcase. Then he fled back to HongKong.
2. The HK Police, with the cooperation of the Taiwan police, soon arrested him.
But, because the crime took place in Taiwan, HK law cannot convict him of murder.
Meanwhile, no extradition rule between Taiwan and HK, so he also cannot be sent to Taiwan.
He was eventually released
3. To solve this problem, the HongKong govt decided to pass an extradition bill with Taiwan.
However, Taiwan's political status is embarrassing. It is not a sovereign state.
Therefore, the extradition bill must include the Chinese mainland.
