Are we spending Measure P dollars on Beautify Fresno. $954,000 for that litter cleanup. Cleanup of debris to collect trash volunteers find and graffiti. Arias : if this is city wide function should we be using Measure P dollars? A:Bucket 5 allows this. Arias: seems it would be
Clean up of parks and not citywide. Are we taking from all these buckets to buildup a department like Public Utility. I hope those Measure P are used to fix up my existing parks. A: personal costs go up in 2022 due to more staff hired. CARES funding picked up some costs in ID
charges. $25.3 m in PARCS Capital costs. Maxwell: some general fund dollars set aside for parks in my area are now paid by Measure P? Esqueda:left $1 m for Large Park project. Maxwell: is this measure P ? Esqueda: we pushed some from Measure P. To make this budget work we grab it
from where ever we can. Arias: we have to revisit these every year but Mayor’s priorities seems to get into this budget. Soria: how do we move these projects forward then? Conservative on our revenues but we had already voted to get these park projects done. Maxwell: can we raise
Parks budget by the amount of cost we had already appropriated last year? Karbassi: where does this money come from? Maxwell: that is up to this council. Esqueda: capacity to deliver (staff) and budget Arias: we should have been told these park projects were not fully funded.
Esqueda: not sure what happened there but we need to get these projects done next year. Esqueda: we need to find it as a program and not as one project at a time. Chavez: just put this in context this administration has been here only 6 months. Soria: some of the directors have
been here several years.Pilot program to curb graffiti by creating murals Motion by Soria. Karbassi: Beautify Fresno is important to consider as it is working. Parks Head TJ : capital for sinzxhenz gardens and memorial.
Supervisor converted into different position to handle measure p dollars. Esqueda: Graffiti crews are $200,000 a crew. Add three more crews for parks.Public Works will provide personal from their department. Next year we will reform it. Arias: Works will provide only 12 bodies.
It will be a year to fix up parks as we ramp up despite $29 m measure p. Why don’t we contract with landscapers now ? Esqueda: update the Parks Master Plan , which programs Commission wants. We don’t want to hire wrong people until we know those programs. Henry: golf course is
contract fee based and not from measure P. Camp Fresno is from Renters of cabin and youth camps Shinzen Gardens is funded by fee driven. These show up as Enterprise funds. Veteran Memorial: rent provides fee but operational costs is more than those fees. Hiring temps at heavily
used parks. Public Trust and Safety include bike safety, Violence prevention. Youth Leadership training and estimate 200 youth hired by summer; after school programs.
TJ Miller:pulled some resources from parks for youth jobs. Advance Peace has three personal to bring all the groups together. Soria:EOC administrating agreement.
Buckets 4 for arts, 5 for litter, SJ River. 25% Measure P for new parks.Esqueda: Commission met on Monday and know it is quick turn around this year with budget due in two weeks. Notified that is will be more time next year beginning in March. They will work on Master Plan, do
tours of parks, etc. Arias:Commission Meeting felt like some of the members were doing "xmas shopping" for their own interests. We need to focus on existing parks knowing it will take 5 years to get a new park built. Soria:neighborhood senior center at McKinely/Blackstone that is
opening soon. Does it have staff budgeted?A:Yes.Partially staffed. Soria:Park Rangers to keep it safe. Miller:staff will be more for passing out basketballs where Park Rangers is more on security and in Bucket 1. Soria: i would have liked to have seen money for Rangers in budget

and unused. Maxwell:I made specific directions for parks in District 4. why did they not make this budget? Public Comments: @LisaYFlores1 Roeding Park Dog Park gets funded from General Plan and not Measure P. Beautify Fresno is great but not sure Measure P dollars should go to
that. A shovel ready park should have already been there for Measure P. @sanlens A reduction for parks this budget cycle from general fund. Staffing in 2008 had more. Need to add more as 46% of Measure P is for maintaining parks. Section 7 in Measure P asks City to target great-
-est needs parts of city. Need to leverage other grants with Measure P. Trails: dollars are to leverage with job growth so Beautify Fresno may not be best. Next:Kimberly McCoy: City still has obligation to use General Fund fees. Measure P is a supplement only. Gloria Hernandez:
concerned about additional park money being manipulated. If Operation Cleanup is behind can City handle this additional work?@LovesMercy Brandi:Thanks for conversation. People worked hard to get Measure P passed so we need to make sure it is spent correctly and not used for other
funds like graffiti clean up outside parks. Mayor's projects are getting funded and want to make sure Measure P items are too. Pedro Cruz:Invest in Park Department immediately and not wait a year. Each park needs a plan to allow grass to heal. Parks Master Plan 2018 showed soccer
is most popular. Karbassi:clarification on language of Measure P supplanting? Staff:supplement amount from 2017/2018. Arias:existing Community Centers needs some staff to get them shovel ready?Public works:some dollar amounts in Master Plan but not complete. Such as Plan didn't

Information Services Budget. Staff: we need four new staff. Support at Airport as well as Acela. Arias: Acela is on its last life for him. Staff: final stages of a multiuser Cisco project and PeopleSoft is winding down. 2021 had increase due to pandemic that led to more laptops
Zoom etc. 2022 will be $26 m. Arias: how hard to go back to old software. Staff: need to check penalty but could. Soria:positions are billed to each department. Is that how it is paid? A: yes. Arias: why have departments have thrice own IT people and not under you? A: they will
be managed by us still. Cloud is going up. Overtime is always and ongoing due to 24 hour nature in departments like Police as well as pandemic. PG&E line : we don’t have fiber everywhere. We got fiber in Woodward park. Fiber almost to City Hall. Fiber is better and it ours.
We are upgrading wireless at parks where it is currently. Busses wifi has been on and off. Soria: been six years on this. @gregorybarfield there was some major security issues and we don’t want to be cyber ransom hacks and went out to private but it was financially prohibitive.
Easy to breach bus wifi. Staff Brian: Visalia busses uses Cradlepoint which has some security issues. We have a security experienced person who found the breech. Georgeanne White : we will get on it and reach out to other cities.arias: Bitwise offered to do it for free but was
rejected.We have a public wifi here at city hall. Maxwell: I would like to know if we need fund something before next week. Soria: I am not seeing any way to getting homeless data or report it. I have asked for that constantly. White: we are close to it but there are some con-
fidential info that would put us in susceptible position. Soria: call center has access to this but not my staff. Frustrating. White: with Council interns involved it is hard. But give us a week and we will be ready. If that is not appropriate we can work on something else.
@kmkarbassi IT is always helpful. Arias: what is replacement for laptops ? Staff: every three years. Arias: thanks for your work during Covid. Esperaza: cyber security is greatest Threat. Any updates you can give us in a Closed Session. Thanks for letting me use a Mac notebook.

Will have a staff person for Measure P monitoring for auditing purposes. Tyler Munis ERP is set to go live July 2022. Electronic Check is set to go up soon. Arias: thanking you for 2020 help. Esparza:internal audit staff? A:3. That can provide around one audit a quarter. External
audit has been done but not for several years. Recent Risk assessment is on website. Audit subcommittee can ask questions then. Soria: five temporary financial staff. Can they remain full time? A: high turnover there and if we have temps ready to fill those spots. It is low pay
job. Esqueda: Takes six months to train. It is an entry level job and promote out to other parts of city.We may need to get that to market rates. Arias: Grizzlies Operational Plan? Esqueda: we have gotten it and made our remarks. Turf and scoreboard will allow more events. We can
get draft version to you. How it works if it is our event or their event or combo.
Arias: increase of expenses of Convention Center? Staff Henry: book entry shows full cost even though we won’t spend that $2.8 million. It shows public and policy funders what it truly costs. Esparza: cost on convention and stadium? Henry: debt service $5.1 m this year for con-
vention center this year. Esqueda: Spread out over all four of the buildings there. Stadium : Capital component is $3 million. These are ideas at this point and part of the lease agreement. Esqueda $31 m to pay off stadium. $53 m total. White: two capital funds add up to $3 M
Henry: It is in Enterprise Fund. Seek out for youth conferences and conventions. Market downtown. Homelessness. Maxwell: revenue in 2018? Arias: how Is homeless part of this? White: just wanted to show how Mayor’s priorities. Arias: $1 million for water tower.
