Georganne White: A detailed memo was sent out and why an audit wasn't made. Ombudsman person may have been too chummy with the officers. In looking back that is exactly what ombudsman is supposed to do in getting officers claims through. ADR program keeps the $11 M is
not actually higher. We are looking what traditional workers comp v. ADR and look at what the differences were. Esqueda:Audit was more about process of ADR. We are doing that correctly. Next: effectiveness. Is the increase from $4 M to now $11M effective? Arias:this department
sells us on "A" but when it doesn't work they double down on "A". Soria:If we demonstrated people were going back to work and absences go down this program is good. If not and not effective we need to move in another direction. White:Actuarial should be done soon. Lots of savings
initial and while still saving it is isn't as much. Dyer:It was FPOA that presented this initially and not PD itself. Not sure if increase in cost was from ADR or State Law change allowing tax free 100%.ADR helped expediting medical care to officers getting them back to work fast
The Officer Fraud unit is helpful but needs to look at ADR and State law. Chief:1040-107 officers were on LTA when i arrived six months but down to 80 now. I want healthy environment as officers are under greater stress than before. We have two wellness officers now. If they get
hurt they need best medical care. But what I see here is no accountability as hurt officers can make more money than being active. I have never seen this anywhere else. Officers are tired of working with a skeleton crew. Soria:when can bike patrols be back?Chief: I hope in Fall
but they have been reassigned to 911 calls. Only downtown bike patrol is active but I believe in expanding it as well as bringing it back to all five districts. It increases trust as well as safety. Maxwell:I have bike patrol in El Dorado neighborhood for past 5 years. I will
make this patrol back in Fall. Chief: I need to get those 80 officers off LTA first. Soria:what are we doing with recruitment? Chief: added personnel to recruiting by doing background checks.
Fresno is one of few cities that charge for vehicle fees when officer is working as a contract.Large companies will hire all the contracted officers but keep mom and pop companies at a disadvantage. Can't take a sick day in order to be hired as a contract officer is a violation.
Officers often want to be back with their families and i don't blame them. They could work every night with these contracts or call backs. We could use 1000 officers really. Arias: $162 M for police but in 2020 it is $211 M in actual expenditures. Just 3 years. That is a city

that is giving what department needs. However crime is up. Some of the costs are from 80 officers on long term absences. State needs to change law that allows officers to make more by staying home. 120 new officers make public think changes are coming. Are you lowering standards?
Absolutely not. That would be a mistake. Officers that are cited for being drunk while off duty will need to be treated case by case. DUI case will need to go through process.Arias:use of social media. If arrested you get put on Social Media. But if John is arrested for human traf
-ficking is not as they may have a family and lose their job. Chief: we put those with felony charg on social media. Traffic Unit has 38 motors now split into day/evening shift. They are also first to show up for riots. Unless Council gives more money we won't be back up to 80 #
