The #eShram portal was launched recently for India's unorganised workers. A unique 12-digit Universal Account Number (UAN) will be provided for each registered person, and there are benefits.

If you want a lowdown on the portal, follow this thread 👇🏽 1/n…
Initial benefits include insurance of Rs. 1 lakh for partial disability and Rs. 2 lakh for permanent disability or death. The government aims to provide social security benefits through this portal, like: maternity and educational benefits, pensions, PF benefits, & more. 2/n
Welfare is being centralised: the UAN number will be valid across the country and will help with providing social security benefits regardless of a worker's location.

Sounds good, but here's the catch: #eShram registration is online and #Aadhaar is mandatory. 3/n
Therefore, the mobile number linked is by default the one connected to their #Aadhaar account. Given how frequently workers change their mobile phones, there is a lack of clarity about how workers can access benefits in absence of an Aadhaar ID, or even a mobile phone. 4/n
The low levels of digital literacy and the existing digital divide do not point to a good sign in the execution of #eShram. Another feature that is mandatory, and is likely to exclude the most marginalised of unorganised workers, is "bank account details". 5/n
Of course, even if you have an #Aadhaar ID, a high chance of exclusion exists. Ajay Bhushan Pandey, CEO of UIDAI, acknowledged in 2018 itself that the #Aadhaar authentication failure for government services was as high as 12%. This is official data! 6/n…
Here, it would be remiss to not mention IFF's suggestions to make the #eShram portal more inclusive.

🗣 Allow multiple forms of ID, not just #Aadhaar!

🗣 Workers should be able to use any mobile number for registration, not just the Aadhaar-linked number. 7/n
🗣 Allow the offline registration of workers! A disproportionate majority of unorganised workers do not have access to the internet or the required levels of digital literacy yet. 8/n

🗣 Increase ease of #eShram registration through local events & door-to-door campaigns. 8/n
At IFF, we keep a track of the #digital policies that affect Indian citizens. We ask the right questions, and hold authorities accountable.

Essential government benefits cannot be made conditional on vaccination status!

'No vaccination, no pension,' a #Karnataka Deputy Commissioner had said — and we followed up on its legal basis.

Could there be one? Follow this thread 👇🏽 1/n…
It was reported that for BPL & anthyodaya cardholders, vaccination was compulsory to receive benefits. In the face of outrage, the #Karnataka DC clarified that no such order was passed. While this immediate threat has diminished, we've seen multiple such statements recently. 2/n
In the present context of the COVID-19 pandemic, to deny people essential rations (or other government benefits) for being unvaccinated would only exacerbate the existing food and nutrition crisis.

IMPORTANT: Are such steps even legal? We broke it down for you. 🧵 3/n Similar statements have been given in recent times: 5 April

Short statement : The justification of the State of Haryana to impose an internet shutdown in Karnal on September 7 is incompatible with the Anuradha Bhasin Guidelines. The basis of an internet shutdown cannot be a vague apprehension of loss of life and property. 1/n
The order apprehends “disruption of public utilities and safety” and links it to the ability of the internet to “spread misinformation and rumours”. However, all these statements lack any factual basis such as specific inputs or past incidents. 2/n
Supreme Court has also at times held that the right to assembly and protest are democratic forms of dissent that must not be restrained. Hence there is a state duty to protect a protest and ensure its safety. Shutting down internet services does not advance state objectives. 3/n
