Q- Will new rules be enough to prevent hospitals bein overwhelmed, and when will we see effects?

A- Says it's up to Albertans to follow the rules to know if they'll work.

Hinshaw says it typically takes 1-2 weeks to see impact on cases, longer for hospitals.
Q- Do you expect a challenge getting people on board and dealing with enforcement?

A- Hinshaw believes the majority of Albertans want to do the right thing. Says she's heard from biz that they want to follow the rules.

Adds that non-immunized are also inclined to follow rules
Q- do you have enough staff to enforce?

A- Dr. Yiu says they do have a finite staff, but she's confident they have enough inspectors.
Q- Why force customers are vaccinated when employees aren't required?

A- Hinshaw says no other province has extended that requirement to employees, wanted to be consistent with those areas.
Q- How are handling the workforce capacity issue?

A- Yiu says they are bringing former ICU staff in and using alternate staffing models.

Looking at retired staffing as well, working their "darndest" to create staff capacity.
Yiu says an ICU physician wrote her to say they are working as hard as they can to ensure no patient has to be transferred out of province.
Q- when will ICU be at its max?

A- Dr. Yiu says she doesn't know, they continue to look for expanded capacity.

Every day they're adding more space, and if they need to, they'll transfer out of province, hope it doesn't come to that.
Q- Has critical care been rationed aka triage happening yet?

A- Yiu says training has begun, hasn't started yet - it's a last resort
Q- is there a max number of beds you can create?

A- Yiu says there is no specific number, they're still creating beds.

But they're seeing 18-20 new daily ICU patients.
Q- Was the contact tracing app a success in Alberta? Did it have any impact?

A- Hinshaw says she doesn't have numbers, but can work to find out how many uses the app had.

Says the app is no longer a foundational part of their response.

A- Kenney says that's one of the reasons Alberta has treated restrictions as a last resort, unlike say Australia and NZ hard lockdowns.
Kenney knows everyone wants predictability - which is why he erred on the side of caution this summer.

But he says the disease changes, so too does human behaviour.

Adds that 20% unvaxxed adults are the largest part of the hospital crunch.
Q- Do you remember when you said vax passports were illegal?

A - He remembers, but he says he always said there could be exceptions.

Adds he sought legal advice from lawyers about this and they said there can be circumstances that justify a policy framework like this.

Kenney says they had fairly good case to hospital ratios, and based plan on those.

Now, a lot of folks who are getting sick aren't being tested and there's no early warning.
Q - What were you waiting for before acting, despite calls from medical experts?

Kenney says they shared modelling a couple weeks ago and took steps then.

But numbers have gone past that, and he received new recommendations on Monday, and they're implementing them today.
Q- What responsibility do you take for health care staff having to make life or death decisions in triage?

Kenney says they have to increase vaccination and reduce transmission.

Says these are very real measures announced today to address this.

Kenney says fatality rates are lower here, says restrictions are a last and limited resort.

Says you can't put 4.5M people under a permanent lockdown.
Kenney says they have used restrictions as a necessary tool to intervene during waves to help the health care system.

Says vaccinations are still the solution.
Q- Do you apologize or not for your pandemic response?

Kenney says he apologies for shift from pandemic to endemic and having been too enthusiastic about maintaining a full openness.

But DOES NOT apologize for lifting restrictions in the Open For Summer Plan.

Q - There's a pattern here- you mock experts, but then impose measures. Why does this keep happening?

Kenney says our fatality rate is lower than US and Europe, and hey had to consider mental health, opioid deaths and things like obesity.

Does point to Calgary having an 83% rate, including some neighbourhoods that were low.
