US frequently arrests foreign company executives and puts them in prison. These companies usually paid out colossal fines, were dismembered, appropriated or faded out of the market. No country has put up a fight & won except China.
Let's do the case study of France's Alsthom.
There was a popular saying that 1 out of every 4 light bulbs in the world is powered by Alstom's technology.
Alstom was once the pride of French industry, with operations in more than 60 countries around the world,
an annual turnover of more than $16 billion and more than 110,000 employees. It is the world's No. 1 in hydropower equipment, No. 1 in conventional islands for nuclear power plants, No. 1 in environmental control systems, No. 1 in high speed trains,
and No. 2 in urban transportation, regional trains, infrastructure equipment and related services.
To what extent is Alstom important to France?
It is responsible for the manufacture, maintenance and renewal of all turbine generators for the 58 nuclear reactors in France,
or 75% of France's electricity production equipment, and also provides propulsion turbines for the Charles de Gaulle, France's only aircraft carrier.
It can be said that whoever controls Alstom, controls France!
Because Alstom was too powerful, it presented fierce competition
to General Electric and other American industry giants in many countries around the world.
So in April 2013, the FBI suddenly arrested Frederic Pierucci, the former global head of the boiler division of the Alstom Group, who was in transit in New York. (A familiar plot)
In a secret room at the FBI, the U.S. Attorney in charge of the prosecution gave Pierucci two options.
One, indict him on 10 counts of alleged corruption and conspiracy to commit money laundering, and if convicted, Pierucci would face 125 years in prison.
Even if Pierrucci does not plead guilty, he will need to be tried under U.S. law, and the trial process alone will take several years.
Second, help the U.S. Department of Justice gather leads and prosecute Alstom's higher leadership, which could secure Pierucci's acquittal.
Pierucci declined the second option, and he was committed to the Wyatt Detention Center, where felons and death row inmates are held, without bail. He shared a prison room with 50 inmates where lights were on 24 hours a day.
Just after Pierucci, the U.S. Department of Justice quickly arrested another Alstom executive, this time a senior vice president in a position second only to the Alstom CEO.
Seeing that the U.S. Department of Justice was arresting more and more people at higher and higher
levels of the company, Alstom CEO Kron knew he was the next in line and started panicking. At this time, General Electric appeared as a "savior".
General Electric's offer: to help Kron himself from being prosecuted by the Department of Justice, and to pay for Alstom's
astronomical fines. In return, Kron would cooperate to obtain the sale of Alstom's core energy division to GE.
The French government reacted by trying to change the situation. After all, Alstom held the energy base of France, and once it was acquired by the US,
the lifeline of France would be in the hands of the United States.
Therefore, the French Minister of Economy at that time, Montebourg, contacted Germany, hoping that Siemens would propose another takeover proposal to compete with General Electric.
Siemens agreed to the offer and planned a joint takeover with Japan's Mitsubishi.
Being informed, the U.S. Department of Justice struck again with a warning that if Siemens and Mitsubishi were involved, then they would both become objects of U.S. sanctions!
Siemens and Mitsubishi were horrified. The United States had forced Siemens to pay 800 million in fines, and framed Mitsubishi for stealing U.S. trade secrets, arrested a number of Mitsubishi executives and extorted exorbitant fines from the company.
So Siemens and Mitsubishi, paralyzed by horrible memories, backed off.
On June 21, 2014, the 424th day of Pierucci's arrest, General Electric and Alstom reached an agreement. After the merger, GE would acquire 80% absolute control of Alstom's core energy division.
Prior to that, GE had successfully acquired four other companies in the same way, with Alstom being the fifth on GE's list of "preys".
Although the Americans achieved their goal, they did not easily let go of the uncooperative Pierucci. From June 2014 to October 2017,
Pierucci spent more than three years on bail. After that, Pierucci was held in in prison for another year - until he was released in September 2018.
It is worth noting that, in addition to Alstom, others on the American "hunting list" for the same reason include:
German companies Siemens ($800 million fine), Daimler ($185 million fine), French companies Total ($398 million fine), Schneider ($338 million fine), Alcatel ($138 million fine), Société Générale ($293 million fine), Italian company Snaum Progetti ($365 million fine),
Swiss company Transa Banner ($237 million in fines), British Aerospace Systems ($400 million in fines), Japanese company Panasonic ($2.8 billion in fines), and Japan's Nikko Corporation ($288 million in fines), among many many others.
These companies, crippled by the exorbitant fines by the U.S., have called off many of their global operations, and some had several of their executives imprisoned.
This is the free capitalism and rule based international order of the US. China intends to put a stop to this.

China's COSCO has acquired 35% stake in Container Terminal Tollerort in the German port of Hamburg. Without this deal, the German port won't be able to compete with other European ports under more efficient Chinese management. So despite anti-China forces, the deal went through.

According to US/Canadian law which is independent, Spavor/Kovrig should be more irredeemable serious felonies than Meng for blatantly violating US sanction law on North Korea which is stricter than that of Iran. Unless of course the travel agency is a cover for spy activities.
So the irrefutable conclusions are:
Spavor/Kovrig are ordinary businessmen. Then they should be arrested by Canada and turned over to US and go to US prison for violating US sanction law
Or
They are spies subject to China's National Security Law.
