27 Chaplain volunteers at Sheriff's Department.Supervisors pull most of the Proclamations off of Consent Agenda.@LincolnSeward Says mark Wilson of EOC's SOUL School has helped many students graduate and many went on to be entrepreneurs. "Leadership is Service "says Wilson.
SOULS's Director Michelle T. says Mark has done very well.Linda:Board Chair of EOC says I didn't realize how many programs they do. CEo:Dr. Wilson is also a professor. He helped with equity for students. He has passion.
19. Adjourn in Memory of Satoshi "Fibber" Hirayama. He played in Arizona's Japanese Internment Camp and later helped heal wounds of World War II by playing for Hiroshima Carp. Judge Lakeda says an exhibit at Fresno Fair honors Fibber and other Japanese-Americans in the Valley.
Baseball was popular in Japan even before the war. Fibber was worried how he would be received in Hiroshima but was warmly received.Brian Fibber's son:Fibber had an amazing life and would be honored by this proclamation. Fibber was 5'4" but played football at Fresno State and
batted with a .420 batting average.
17. Adopt proclamation in recognition of the 40th Anniversary of the Fresno County Economic
Development Corporation.EDC used to be part of the Chambers. 22 employees now trying to bring business to Fresno County. John Lawson says he called saying he was going to shoot HSR
workers who were going to go through his property. I was able to sooth that. Lawson did later help create a Truck Driving School with EDC says LeAnn Eger.(EDC gives Supervisors items as gifts)
NOTE:Supervisors are going to take up Item 6 on Redistricting before item 4
3. Presentation of Retirement Plaque to Amparo Gonzalez - Sheriff's Department - 19 Years Service She will be missed and she was always ready to assist. Always positive.Gonzalez:they were a great 20 years! Ready to spend time with her middle school son.
6.Receive presentation on the status of the Redistricting of County Supervisorial Districts.
The purpose of this agenda item is to provide your Board with an update on the redistricting process, current supervisorial district boundary information,and the criteria that
will be used in the development of new County supervisorial district maps."This is for informational purposes only. We received some updated data yesterday.
Census information was delayed due to Pandemic. We are still waiting for some of the data to be compiled. 2 appointees from each Supervisor
District
A Pre-Draft Public Hearing will occur in 2 hours at 1925 Dakota Ave.(All are welcome to comment) September 21 data was released but we found some errors. State has corrected that data. Zoom and in person meetings for public. Supervisors can take recommendations of the Appointees
or their own ideas on it. Supreme Court allows deviation of 10% or less.We don't want racially drawn maps etc.
We have received a plethora of info from the public. 8 maps have been submitted.
We have a lot of CBOs helping to spread the word and in multiple languages.Brandau:I would like to advise that an ordinance of resolution option be prepared. We also received emails on this item. We are not required to open up to public we will as this is a sensitive subject.

5.Confirm appointment of David Luchini, effective October 18, 2021, to the position of Director of the Department of Public Health pursuant to Fresno County Charter Section 16
David Luchini has been serving as the Interim Director of the Department of Public Health since May 3,
2021 and was selected as the best candidate for the Director of the Department of Public Health for the County of Fresno.
Mr. Luchini’s selection was based on his experience and the reputation he has built at the County during his 27 years of service within the Department of
Public Health. Mr. Luchini graduated from St. Mary’s College with a bachelor’s in science for Nursing and started working for the Department of Public Health in 1993 as a field Public Health Nurse. He provided case management services for high-risk pregnancies, high risk infant
cases, communicable disease investigations, and senior services. In 1997 he was promoted to Supervising Public Health Nurse for the Immunization Program/Clinic. In 2011 he accepted a position with Kaiser Permanente in Fresno to be the Director of Adult Services. However, in 2012,
he returned to his true love of working on public health and came back to the Fresno County Department of Public Health. Mr. Luchini is passionate about his work in Public Health. He was promoted to Assistant Director in 2012 and has provided critical leadership and support
during the COVID-19 pandemic. CAO Rousseau thanks Luchini for all he has done. He and his staff were heroes for getting us through the Pandemic. Public:Will Jackon:County needs a health director that can make his own mind up and not just State's recommendation. Is it smart to
fire vaccinated medical workers directly before cold/flu season? Does he know the long term aspect of vaccinations on children? Can he stand up to Governor? Does he have the judgement to do this? Brandau:i agree we need to stay openminded. I have found Luchini to be a good worker
Magisg:Luchini needs to be stronger on a bicycle he jokes. Mr. Jacckson's comments on kids in schools, mask mandates have not been made locally but Statewide. We support local school boards though. I don't know any decisions by Health Dept.that counters anything. I want to ask
people to vote. We have a system of law.Supervisors Approve the Appointment. Luchini:I will always give Supervisors the most up to date health information. It has been a hard 18 months with Pandemic and Fires. We want restaurants/businesses are open and healthy.Our health ranking
is consistently in the bottom ranking.We need to get better.
4. Presentation on Departmental Voter Registration Maintenance Activities and the Sept 14, 2021 California Gubernatorial Recall Election in Fresno County with Registrar of Voters James Kus.Charge from this board to check maintenance Activities.
This is not a static action but ongoing. We are constantly adding and removing. Most important item is for Voter take action to let us know if you move. This will keep rolls clean. Otherwise we need to wait for a second source to hear about it. When we get a bounce back from
our mailings that helps us.Any information from Voter short cuts the process for it and makes it easier. Duplicates are getting smaller and smaller.Deaths, Moved out or inactive voters. Ection Code 2227 was held off due to Recall Election but starts now.
Three smaller elections ongoing but next large election is June 2022.December 16th is actually when first process for that June 2022 election.
Lots of questions on Audit and Recount. 51.45% voted in Recall. In person % dropped by a small bit compared to Presidential election. We did have some lines for those who voted on Election Day itself.
Highest of Vote by Mail. Higher than past November election.There was some distrust of Mail last November.
Recounts:Any registered voter can request a Recount. Must be made at State level. That person will be responsible for that cost. Estimated $140,000 in Fresno County alone! Only 50 provisional this year. 600 CVRs.Much less than in past. Mendes:that is a good sign you are doing
well. Kus:Automatic Recount occurred after second day after Election. It is a 1% hand counted.This is performed by teams to keep it accurate. It is a reason for high cost of Recount. Public Comment:none NO vote on this item today.
7. Crossroads Village - Capital Financing Letter of Commitment Approve and authorize the County Administrative Officer to execute a Capital Financing Letter of Commitment of $2,350,000 to be used for construction of the Crossroads Village project to Sponsor UPholdings
California, LLC’s application to the California Debt Limit Allocation Committee and Tax Credit Allocation Committee. If approved it will turn into permanent housing. Brandau:some initial uproar from public but has gotten better.Will come from ARPA funds and will end $1 M annual
cost too. Magisg:it does release us from future obligation so I approve. Approved 5-0
Board Comments:Pacheco: surge of illegal dumping in District 1. maybe we need an Amnesty Day? City of Fresno does similar but not practical on county roads. Brandau:I counted 6 dumpings in one short drive. Mendes:everyday. Becomes terrible. Riverdale does have a small dump day
A running junkyard on absentee landlord properties in Lanair. Magsig:Sky Harbor Road had a dump day. Maybe we can get community involved in volunteer clean up? Also Tulare County fire is getting closer to Fresno and impacting our air. Big Fresno Fair begins this Wednesday.
Quintero:City of Fresno's Code Enforcement put up signs that stated Surveillance Cameras were in use.Not all actually had a camera but it was effective. Brandau:maybe ARPA funds can be used for a predator drone??
Public Comments:Riley Talford:Asking for Supervisors to reconsider the $500 that was denied to employees from ARP funding. They worked during pre-vaccine pandemic and in danger of illness. They are often get less than minimum wage already.
Supervisors are going to CLOSED SESSION now.
