Some select Consent Calendar Items:1-G Approve Title VI Fare Equity Analysis for the Department of Transportation/Fresno Area Express (FAX) New Fare Structure. The Department of Transportation/FAX provides transit service for the city of Fresno. FAX is implementing a fare change,
reducing the cost of a base fare from $1.25 to $1.00. Passes and reduced fares for seniors 65 and older, disabled, and Medicare cardholders are also being decreased on both fixed route service and Handy Ride, FAX’s paratransit service. In addition, children under 12 and veterans
/military with proper ID will ride for free. FAX is also considering removing restrictions from its transfer policy. The purpose of the Title VI analysis is to evaluate how the fare changes impact low-income and minority populations and identify strategies to avoid, minimize, or
mitigate any disproportionate burdens, disparate impacts, or any potentially negative outcomes. The Title VI analysis found that the fare reductions and potential transfer policy change had no disparate impact or disproportionate burden on the fixed route or Handy Ride service.
1-J Approve the reappointment of Susan Coulter to the Disability Advisory Commission. Approve the appointment of Angie Nguyen and Richard Ginder Jr. to the Ant-Displacement Task Force. Approve the appointment of Esther Cuevas to the Housing Authority of the City of Fresno.
1-K Declaring property located on the northeast corner of Fulton and Inyo Streets at 801 Van Ness Avenue and 830 Fulton Street, Fresno, Ca , commonly referred to as the Gottschalks Annex and Spiral Garage, to be surplus and directing staff to comply with the Surplus Land Act
Staff has determined the property to be surplus based on the following facts: the retail space has been vacant for years and the property is not necessary for the City of Fresno’s (City) use. As such, the property must be declared surplus in order to proceed with the additional
Surplus Land Act requirements and potential disposition.
1-L Actions pertaining to the 2019 Supporting Victims of Gang Violence grant program: 1. Authorize and approve Memorandums of Understanding (MOUs) between the City of Fresno through the PARCS Department and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) with
Care Fresno, Fresno Economic Opportunities Commission (FEOC) Hospital Based Violence of Intervention Program (HBVIP) and Fresno Economic Opportunities Commission (FEOC)Tattoo Removal Program (TRP) changing the lead agency from the Fresno Police Department to the City of Fresno
through the PARCS Department. 2. Authorize the PARCS Director or designee to enter into the MOUs and sign all related documents on behalf of the City.
1-M Actions pertaining to the 2020 California Violence Intervention and Prevention (CalVIP) Grant program. 1. Returning CalVIP MOUs to Council for review and approval:

1-S Approve an agreement with TAM+CZ Architects, Inc., of Fresno, CA in the amount of $80,000 for Consultant Services to evaluate property located at 735 H Street for conversion to a Farmer’s Market, retail/commercial or other use (Council District 3)
The City owned property, located at 735 H Street, currently has a warehouse building that was constructed in the 1950’s. Staff has been directed to evaluate the property to be converted into a Farmer’s Market, retail/commercial or other use. The consultant evaluation will investi
-gate the site and warehouse building to identify items that would significantly impact the development of the site as a Farmer’s Market, retail/commercial or other use. Staff recommends approval of an agreement with TAM+CZ Architects, Inc., for Consultant Services.
1-V RESOLUTION – Confirming emergency conditions continue to directly impact the ability of legislative bodies to meet safely in person, and authorizing remote teleconference meetings of City legislative bodies for 30 days,pursuant to Brown Act provisions (SubjectMayor's Veto).
