@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal Hi @cori_crider!100% of your NHS cases conceding pre-permission just shows they dont have the resources to engage in a long drawn out legal battle.

There are so many uses of machine learning& automated allocation in social commissioning models in local govts across the UK 1/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal They use it to speak to NHS, allocate resources& predict need for services-built by private analytics consultancies

Esp in integrated planning systems bridging local authorities, NHS& other agencies with responsibilities for pub health, #ML is used to curate info for people 2/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal Once these systems are in place I’m sure it is possible to take a risk model developed in social care to another department within the same public organisation for debt recovery 3/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal We don’t even know which councils these are because they are now scared to talk to researchers who have the bandwidth to spend lots of time opening up these data driven systems.

Even @LGAcomms is struggling to keep up with some of these use cases 4/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms There are ethical issues around taking data from one context and marrying it to another; and the differential outcomes that creates for citizens and other data subjects

Creating awareness using controversies like last years ‘A levels’ fiasco has its place… 5/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms But this confrontational ‘take down the algorithm’ approach encouraged by civil society and even progressive media outlets like the @guardian, though well meaning, has only made them wary of putting any of this into the public domain 6/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian If we are serious about opening the black box, a more nuanced, technically informed discussion is needed which lets frontline local government/data professionals engage in the conversation and point out the biases in their data systems without reputational harm to them

7/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian I have heard @drturnerlee of the @BrookingsInst talk at the @turinginst about using voluntary standards like energy ratings to solve this problem (i.e this organisation or public agency’s data governance gets a B+ or A- etc)

8/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian @drturnerlee @BrookingsInst @turinginst This is one way to regulate these systems without alienating the data professionals working in inadequately funded public organisations who are ultimately the humans in the loop (with the capacity to make changes!)

9/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian @drturnerlee @BrookingsInst @turinginst From my research these are the basic #administrative datasets held by each local authority:
- Adults and Children’s social care on Liquid Logic
- Electoral Register on Xpress
- Revenues and Benefits on Capita
- Council tax on Capita
- Council Housing on Capita

10/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian @drturnerlee @BrookingsInst @turinginst And Annual School Census datasets.

Under the guise of good data sharing- especially during #COVID - there are very questionable algorithms, risk scoring and #ML models being run that combine fragments of these datasets. 11/12
@cori_crider @nyunt_pye @AdaLovelaceInst @ImogenParker @Foxglovelegal @LGAcomms @guardian @drturnerlee @BrookingsInst @turinginst It raises serious data privacy issues in terms of contextual integrity when fragments of these statutory datasets are merged and linked to run risk assessment algorithms and off the shelf classificatory tools. At this stage, these are what we need to be talking about…

@LorettaJRoss on how she arrived at the call out/cancel culture on social media

Lessons from 70s women’s movement and the civil rights wing of the human rights movement - this used to be called ‘trashing’ and punishment in order to get accountability.
#LSECallingOut @MediaLSE
‘Let’s learn to turn to each other rather than on each other’ while disagreeing on strategies & tactics #LSECallingOut

Performance activism that weaponises privilege and activates identity to “punch sideways” is not very productive

@LorettaJRoss is very critical of ‘wokeness’
Good uses of Calling Out: to define the movement, call attention to injustices through public shaming and ‘punching up’ 💪

@SRW_ANU @HonJulieBishop @MrKRudd @shiroarmstrong @SharonFrielOz .@HonJulieBishop thanks for an excellent panel on Geopolitical leadership in a post #covid world. We ran out of time before the gender & leadership question could be addressed.

@SRW_ANU @HonJulieBishop @MrKRudd @shiroarmstrong @SharonFrielOz 1/4 Where does gender and issues of women’s leadership feature in your vision for a forward-thinking Australian government in a Post-COVID geopolitical arrangement? #auspol #ReclaimTheseStreets #March4Justiceau #March4Justice
@SRW_ANU @HonJulieBishop @MrKRudd @shiroarmstrong @SharonFrielOz 2/4 Could you reflect on the institutionalized misogyny and ‘boys club’ attitudes that have led to the current sexual abuse allegations; and the inability to take women’s safety seriously even within government offices. #auspol #March4Justice #ReclaimTheseStreets

@larissawaters 1/5 The LNP with the same old toxic masculinity and a culture of impunity. There is only way to shut this down - this systematic abuse &silencing of women at the federal level of politics -CLASS ACTION LAWSUIT @leighsales @Lisa_Wilkinson @Milliganreports #auspol #IBelieveBrittany
@larissawaters @leighsales @Lisa_Wilkinson @Milliganreports 2/5 Criminalising coercive control& an independent inquiry is a starting point. The only way to have a lasting solution is to have a class action lawsuit with bipartisan support& testimonials from women who have worked in the APS or as staffers @leighsales @Lisa_Wilkinson #auspol
@larissawaters @leighsales @Lisa_Wilkinson @Milliganreports 3/5 ...with the most famous Australian to have lost her job at the hands of this #auspol culture @JuliaGillard as our QC? Perhaps Maurice Blackburn @WeFightForFair can provide legal support

@larissawaters This can start by fixing the casualisation of the APS. It is really hard for jnr staffers on 2 yr/fixed term contracts to speak up or even admit to the violation. Their priority is to get their contracts extended etc. Navigating the toxic masculine Canberra culture is a minefield
@larissawaters @larissawaters When you get the chance ask the same questions to Minister Reynolds again using scenarios from the workflow a) "what would you do now if a complaint like this were to be brought to you today?". It becomes part of the public record (Hansard).
@larissawaters Ms Higgins can refer to this in her police complaint and demand the release of the documents/information she needs @Lisa_Wilkinson
