Seems like a good day to remind @ArizonaIRC what the voters approved in 2000 by 56% of the vote. The official title:
An amendment to the constitution of Arizona. Amending Article IV, Part 2, Section 1, Constitution of Arizona; relating to ending the practice of gerrymandering~
~ and improving voter and candidate participation in elections by creating an independent commission of balanced appointments to oversee the mapping of fair and competitive congressional and legislative districts.
The Descriptive Title:
Amending Arizona Constitution to create a 5-member "Citizens' Independent Redistricting Commission" with no more than 2 members from each political party and no more than 3 members from each county, to draw
legislative and congressional district boundaries after each U.S. Census: Removes redistricting authority from the Arizona legislature.
NOTICE from the Sponsor:
No where in the official title, descriptive title, the full language of the Proposition did it direct that the power of the AZ legislature should be replaced by the @SALCLeaders. Nowhere. But consider
the inaugural commission in 2001 was chaired by Steve Lynn - Board member of @SALCLeaders. This current commission includes David Mehl a founding member of @SALCLeaders and current board member. And three people associated with @SALCLeaders
testified at the two Tucson hearings in August - one of which was heal at the hotel - @WestinPaloma - that David Mehl developed.
The of the @SALCLeaders who testified said they needed a REPUBLICAN district in Pima County because of all the legislative districts in @pimaarizona
There was not a single REPUBLICAN legislator to carry their sponsored legislation. Horror of horrors, they had to go talk to a REPUBLICAN legislator in @PinalCounty
One person who spoke - SteveLynn - the chair of hte 2000 commission and current @SALCLeaders board member; counseled the current commission to 1) not attempt to draw their own maps and 2) listen to community of interest testimony - and that
regarding COI, "they would know it when they saw it." And then speaker after speaker talked about combining Oro Valley,Marana and Saddlebrooke and Saddlebrooke Ranch together.... Guess that happens when you do that?
Magically, there emerges a REPUBLICAN district to be had! What a fortunate coincidence!

All that happened back inAugust. Eight days ago, the current @SALCLeaders President and CEO email Commissioner Mehl DURING the @ArizonaIRC meeting to tell him that a "citizen submission"
Had been made that created the desired REPUBLICAN district and others for @pimaarizona and @PinalCounty.

And through a bit of pull and push -- that "citizen submission" is fully integrated into the LD plan version 8.0 that will be reviewed at the @ArizonaIRC meeting today.
There are SO MANY ?????. The most important ? for the citizens of Arizona is this: Does @Arizona Chairwoman @ErikaNeuberg not see through this? Does she really believe that these actions are those of integrity and balance and fairness?

Countdown to #FairDistricts ~ 55 Days!

And they are back
Com.Lerner -- I see 8.0; 9.1 and 9.2 as fundamentally similar
Wants to start w/ 9.0
A result of trying to create a compromise between 7.0 and8.0 -- and keeping Marana and Ora Valley into one district - plus now a few other communities.
time 11:45 am
Meets contst. criteria - geography, coi,
Previous iteration in 7.0 a - a more dem leaning district in D17 -- 9.0 makes it more competitive --
respects interest from many communities - Amphitheatre schools -
9.0 unites the larger unified school districts
Still Com. Lerner -- unties districts in a good way -- School districts as a COI

Casas Adobes and Cat Foothills united- names roads linking these communities :: Share services between one place and another

Another piece is geographic concern -- Tanque Verde

We are off and running... @ArizonaIRC
@EricaNeuberg starts of w/ appreciation for Commissioner Mehl for suggesting the late start idea. Makes for a more relaxed morning.
Public Comments open: forms.gle/9wGi5JuQ85s3DN…
And down to business.
Before Commissioner speak - legal is talking
Met w/ AZ Latino Coalition - NOW They are talking about meetings in which redistricting was discussed. THIS IS TRANSPARENCY. About 8 VRA proposed state legislative districts.
Curious is Com. Mehl had a similar meeting w/ @SALCLeaders.

Also met with @NNPrezNez - addressed some data - VAP vs. CVAP in 9th circuit -- VRA -- numbers to be used -- and use of population deviation.. @SWLawNews says there would have to be really good reason..

And now @ArizonaIRC begins... Commissioner York has arrived -and is a VERY busy man. Follow along here.. or here:

Comment here--
or here: forms.gle/bgpZGYnqAzpMe1…
The team's all here.
Discussion of Public Comments received prior to today's meeting- I predict: they are thankful. And that they do not actually address anything substantive in the comments.
Neuberg says "Chain of Custody" was the problem wiht the @SALCLeaders map.

Countdown to #FairDistricts for All of #Arizona: 59!
With just a bit of time before the @ArizonaIRC makes changes, here are the top takes and a district-by-district summary: 1) #PoorPinal County looks like road kill. It is divided into five districts and
its communities are connected with neighboring MarCo & Pima counties, but also Yuma and Sedona; and as far north as Coconino Co. Adding insult to injury, two of the splits are to accommodate changes integrated into the plan from the @SALCLeaders to achieve their very grand plan
for a S AZ "economic driver." Clearly, they did not consider Pinal Co. As a partner in that plan.

2) The very, very, very worst district is LD 7. This district is just a mess. Not even pictures of cats could fix this. And it creates messes all over the place.
