More detailed analyses of everything will doubtless follow but on a quick take:
Serious language on the severity of climate impacts remains ('alarm'... 'impacts being felt in every region')
Two-year work programme to start straight after COP26 on the long-absent Global Goal on Adaptation - will please vulnerable countries that have been pushing for this
Developed nations rapped severely (mainly looking at you, US) over failure to provide climate finance promised since 2021 - and commitment for each to double adaptation finance by 2025 (NB developing countries wanted more on this)
Countries invite each other to ramp up national emissions-cutting plans and submit them again before #COP27 next year (looking at those with inadequate and/or incoherent ones, Australia, China, Brazil, Russia, Saudi and a few more)
Fossil fuel phase-out remains, but diluted a bit (as predicted in these quarters) -
- '...rapidly scaling up clean power generation and accelerating the phase- out of unabated coal power and of inefficient subsidies for fossil fuels' - 'inefficient' has been a caveat in many previous subsidies pledges
By recognising #LossAndDamage as a current reality and acknowledging the need for financial support, opens the door for something more concrete on this at #COP27
Importantly, text recognises realities of developing nations wrt #COVID - the financial hits especially, and their increased debt burden
Still to come - climate finance after 2025, carbon trading, transparency
Will be interested to see if fossil states push back further on coal/subsidies language, small islands and LDCs push for clearer timescales on adaptation finance, & how US gets itself out of the mess it's in over finance
Clear that compromises have been made but as things stand, IMHO and with due deference to wiser heads, contains much that's fairly encouraging
