CJI: We had noted last time that state govt has to take responsibility to put up kitchens etc and until then centre cant do anything. we had asked for a meeting to be convened so that a comprehensive scheme can be drawn up and areas like jharkhand, bihar can be identified
CJI: So far the finances are concerned you can decided what finance state and centre will give and how much foodgrains centre. this is it and i am not going to law or other details. A common scheme has to be evolved.
AG: September 9 meeting did not lead to concrete details

CJI: read the letter dated by Centre to states on Oct 2020. please read the letter
CJI reminds AG that it had earlier asked the Centre to frame a scheme to set up community kitchens throughout the country to tackle hunger and malnutrition in the wake of the pandemic and lockdown which have impoverished huge sections of the populace.
AG: I think within 4 weeks we can frame a scheme

CJI: If you want to take care of hunger and save people from dying no state can say a NO. responsibility of every welfare state is to look into this. we can give a final chance for two weeks where you ask states to come.
CJI: You present the status before us and we will pass a judicial order. another thing we want to clarify is Dont think the scheme is related to international index of malnutrition etc. we are not concerned with malnutrition etc but we are on hunger. #supremecourt
CJI: We cant leave the people in lurch and say everything is fine. we are not happy with affidavit filed by under secretary of Govt of India. on perusal it seems they are still obtaining suggestions. we finally grant 3 weeks time to cull out a scheme and place it here
CJI: Rest if the scheme is not drawn up the court will pass a judicial order.

CJI: We direct all state govts to attend the meeting being called by Centre. our only intention is to curb hunger.
