This looks kind of rushed. The press conference was five hours ago, less than 24 hours after the joint Macron/Scholz presser last night. It was announced by @StateDept but not @StateDeptSpox or @SecBlinken and streamed live on Twitter.

Other than the tweet from @JosepBorrellF this is the only tweet I can find on the subject, released an hour ago by the French President’s office. I can find none acknowledging it’s receipt from @mfa_russia.
There is this one from @NATO 3 hours ago, but it’s not clear whether this is the same document referred to by @secblinken who I think said NATO was sending a document of its own.
@SecBlinken’s delivery of the statement was also somewhat hesitant. The document submitted to the Russians sounds like it is rather long and has been in preparation for a long time based on what he said.
And apparently @POTUS@joebiden has been involved in its drafting too.
@SecBlinken’s prepared remarks among other things defend the decision to withdraw embassy staff at some length so it seems that is a touchy subject.
The briefing was not very long and not many questions were taken, and well worth listening to in full.
There is as no regular @StateDept briefing from @StateDeptSpox Ned Price today after marathon efforts on Monday and Tuesday, mostly on this subject.
Blinken also talks at length in his briefing about preparations underway to ensure energy supply security in the event conflict or sanctions do arise, which no doubt will get a lot of media attention.

Gas pipeline becomes bargaining chip against Russia
The US and UK have both made a big play of the announcement from the German FM confirming that NordStream 2 can be used as a “leverage” in this standoff. Which is true. But it is not quite so simple.
The report points out at the end that Russia is already restricting gas supply, leading to very high gas prices, which highlights the fact that Russian gas supplies to Europe also provides Russia significant leverage.
It seems that German, French, Russian and Ukrainian and @UnderSecStateP’s efforts yesterday to lower the temperature on the #UkraineCrisis have come spectacularly unstuck. English language Western media in particular are having none of it.
CNN has just had @StateDeptSpox Ned Price on, saying that if Russia invades Ukraine, the Russia-Germany Gas pipeline Nordstream 2 (completed - not online - opposed by US) will not proceed.
The remarks were made by @StateDeptSpox in this report from @NPR at 4.25pm US ET (10.25pm last night EU CEST). And in this case - with things moving so fast - the timing may actually be important.
@SecBlinken's briefing and announcement on this came at 12pm US ET (6pm CEST).
While the weakening of the Sahara east west water transport event has led to a weakening in the weird weather over the Arabian Peninsula, it has not stopped.
Most notably we have seen significant snowfall in Israel, Lebanon Jordan & Syria.
