for his son and the many others. Zero is the only acceptable number of deaths says Pete Buttigiege. @MayorJerryDyer 40years in Law Enforcement showed me that more people died in traffic deaths than homocides.Safety around Woodward and Audubon area is needed both short and
long term. @LuisCha70215912 says he recalls Paul Martinez as a child. Joe Martinez was Chavez's first Boss at the Sanctuary. Hopefully we can do some of the same in SE Fresno.

@kmkarbassi My dad's 80th birthday! @MiguelArias_D3 Speed bumps in my district was appreciated! Three parks will be designed with community input. Listening session with homeless residents. 2/3 have family in Fresno. It is not just those coming from elsewhere. Many are not
vaccinated especially as we are sheltering some. 2/3 in shelters are women. Breakfast provided are just a danish/capri sun so not the best. We are only city in valley to house this many people. Landlords are requiring high credit rating so that is a barrier for us. County pro-
vides $96 for a motel room but motel is $100. If you are losing your home County gives $240 a month so enough for 2-3 days. County gets most of Property taxes. Inflation is up 7% PG&E is going up. $1100 for 2-bedroom apartment now. Measure C and Measure Z wants to extend those.
Public Safety tax, Fresno State Bulldog Stadium remodeling tax. Thoe proposing all these make 6-figure salaries. We need to hear from those making the average $55,000 of salary says Arias.I will be leaving the meeting early today to go to another meeting regarding distribution

Ed Howard:i have worked with homeless for 10 years. It is wrong to keep advocates out. We don't ask why homeless are on the streets but how can we help you. Zoom Ruben:Opposed to 1-C. Advocates help homeless know they have rights.
Ashley Tippins:I am opposed to 1-C If you take advocates away like Dez Martinez we won't have a voice. Zoom Breighanne Ren...We oppose 1-C and my voice is with the homeless and advocates. Taking advocates away will punish homeless. Advocates need more help and not pushed aside.

will be allowed in to help homeless. Changed from "authorized'. Also a clean up first offers services, then tents are collapsed so we can be assured nobody is inside before heavy equipment.When illegal needles are exposed we want people moved. Contractors have right to tape off
an area but only PD can enforce law. Fines will actually be reduced with this ordinance.A fine for those who enter the taped off area. Advocates will be given time before to leave for fines are issued. APPROVED 7-0

Also I have voiced my indignation of these contracts coming up the day before it is due. We need to $1.1 M over three years plus 2 full time employees but have one day to handle it. I will vote to support from what I have heard and seen on tv. The balancing act between Council
and Administration priorities and I have a hard time seeing District 4 items being administration priorities. Arias:I have yet to see Camp Fresno budget. What is the longtime plan? $2 M in delayed maintenance. Still not ADA compliant either. Is it user fee or a regional fee like
Woodward or is this only to be funded by churches renting it on weekend? Who has benefited from it and who will in the future? Low income youth are used to acquire grants but not always get to use it. I don't think anyone from my district have used it.White:please recruit campers

we budgeted in the budget in PD. White:we are fine with continuing this for a week. Community Outreach Position is not the same as CSO and I can provide you what the differences are.Maxwell:PD pushed to the brink and then there are 108 positions here.@LuisCha70215912 I want to
see the transparency of all the projects we are doing with ARPA dollars as well as regular budget. With Census numbers we have added new constituents leading to new workload increases. I would like satellite offices for councilmembers. Arias:I think it is premature to approve
all these new positions right before we talk about the ARPA workshop, I don't want to trigger layoffs in 2023 because we added all these new positions in this item. mayor said we were all tapped out after PD contract last month but now we are asked to approve more positions today
@Esmeralda_Soria Administration would not suggests this if you also didn't think there would be enough funding? White:yes and some of these grants have deadlines but we need staff to fulfill these.We can't sustain at the current level. Soria:Some projects don't have project man-

3-A RESOLUTION - Adopting a Residential Speed Hump Policy (Citywide) (Subject to Mayor's Veto).
Public Works Department head Scott Mozier says we have added a few speed humps in District 3 and have had no complaints.
Funding sources:Public Works budget allocation (currently zero); Residential funds; or Council District infrastructure funds. Need at least 75% of residents to approve (of occupied homes). Support of 60% to remove a hump. Arias:I want transit route to be eligible as they are in
front of schools like Computech. Also remove residents to pay for it. It would not be equitable. Also no fees to apply.@GarryBredefeld If Transit route is included? does that cause a problem? Staff:we do have bus routes in some neighborhoods like Pinedale but not truly an issue
for FAX. Bredefeld:why remove the part of resident self funding a speed bump? Don't punish these people. Arias:we got money for infrastructure. If there is no funding source than nobody would get a hump. Mozier:A private party could still do it as they would get a permit etc and
do it anyway. $7500 to put a hump in.One time a privately funded hump when it was still prohibited and it was removed. We have dollars in General Fund that could be used.White:Traditionally those are in concrete fund. Mozier:For City cost of bidding, self-insured
it would be comparable to a private contractor. City would still need to inspect it. @GarryBredefeld how many homes is it usually take on a petition? 50 or 100?A:depends on block. Both sides of the block. Only the homes that front to the road.Bredefeld:50 homes with each paying
$150 would pay for it. Not allowing self funded it is Class Welfare all in the name of equity. Maxwell:perhaps we need to let this play out in the short run and revisit this if I am getting lots of calls saying they want to privately pay for it.Arias:I don't want to have people
pay to get a bump? Soria:would we vet each project? Mozier:residents could bring in their own petition and then we would go through it. Residents can pay for new sidewalk, slurry seal an alley, trim trees etc. It is a small part of what we do. Bredefeld:so it is always done this

Methane is 84% more harmful than CO2 and landfills are the most common source of methane.Food waste is 13% in landfill. If we can recover some of that food for the 20% Californians that are food insecure. Law wants 75% reduction of landfilled organic waste statewide
by 2025. Law just came into effect 2022 says Eugene. Back to staff:most jurisdictions are not in compliance today. Most apartments don't have green waste carts like residents do.Arias:commercial customers have too small of bins and overflows allowing transients to go through it
Staff:some are comfortable with 64, 96 gallons or two bins. White:code enforcement needs to require apartment owners to have enough bin size.Sloan:can be penalized for not keeping trash in bins.Fresno Ministry's Food to Share is a CalRecycle model program. Arias:can we get a
part of the waste food to our shelter motels for a better breakfast than a danish? Staff:want an adopted ordinance at March 10 meeting. We are past State deadline but they understand the reality.We need to file a Notice of Intent to Comply by March 1st.Arias:can we get trash com-

Fuel increases will need more money for fleet. Public Works equipment to do all the projects approved like skid loaders. Animal Shelter had $3 M from bonds that didn't sell. We didn't want to put "on credit card for something that wouldn't last as long as the bond itself"
Infill/Affordable Housing incentives. Street Repair replacement $10 M. Fleet Fund deficit. Arias:we just replaced 100 PD vehicles.We were told that each department would put a bit aside each year to cover fleets. White:TIGER grant requires keeping up Fulton St services.
ADA accessibility at our Amtrak Station $100,000 for engineering. ARPA Revenue Replacement:We can tale up to $10 M from ARPA. The most flexible part of ARPA.
