These tools include ability to impose fines or imprisonment will protect critical infrastructure to economy and jobs, such as border crossings an airports.

Also can be used to tow vehicles blocking roads.
Trudeau says financial institutes will be authorized or directed to render essential service such as regulating or prohibiting property to fund illegal blockades.
Trudeau says the act will also allow RCMP to enforce municipal acts.
Trudeau says act is not calling in the military, does not override the charter.

Does not prohibit free speech or the lawful right to peaceful assembly.
Trudeau says the Emergencies act is a last resort - adds situation requries tool not currently held by other federal, provincial or municpal law.

Says responsible leadership requires the act to be invoked.
"if you're still participating, now is the time to go home."

Trudeau calls on protesters to end their blockades or occupations.
Trudeau says they CBSA is turning away non- Canadians at the border trying to enter the country to join the protests.
Trudeau says they'll support the right to legal protests- but that depriving your neighbours of their freedoms is a totally different thing - adds it has to stop.
Deputy PM Freeland says we have realized that Canada has not been spared liberal democracies being threatened seen across the world.

Adds the siege and blockades causing major damage to economy and harming democratic institutions and the country's reputation.
Freeland says the Ambassador Bridge blockade impacted $390 dollars of trade per day.

In Coutts, it's $48M per day.

In Emerson, it's $73M per day.

These blockades threaten the livelihood of Canadian workers.
Justice Minister David Lametti says it believes the conditions to invoke the Emergencies Act have been met.
Lametti says Emergencies Act has several safeguards, including parliamentary review and that moves must apply under Charter.
Lametti says they only want to use reasonable, necessary powers to end the current crisis.

Parliament committee will be struck to oversee law, would only last for 30 days unless renewed- but hopes it can be removed earlier.
