#LokSabha starts discussion on India Antarctica Bill
Dr. Jitendra Singh, MoS, Earth Sciences speaks on the Bill:
-India runs two centres in #Antarctica - Maitri & Bharti
-India signatory to a Treaty to demilitarise the Antarctica region, regulate activities there #MonsoonSession

- many other countries which signed treaty brought law to penalise violation of treaty, we also need to do that

He said that Govt is trying to shy away from debate on #pricerise, trying to pass Bill without discussion
Jayant Sinha, BJP speaks on India Antarctic Bill:
- much needed Bill
- helps India become world leader
- will secure #Antarctica region as one of scientific and technical discovery
- 62% fresh water comes from Antarctica ice shield, if temp rises by 2degrees, sea level will rise
Sinha continues:
- So, need to keep environment safe, need waste management plan
- India has done 41 scientific missions, has 2 centres
- 50-60 permanent scientific staff live in #Antarctica
- 14 member committee, will approve plans for scientific work

Strange procedures are followed on the India Antarctica Bill
MoS had already started responding to the debate after only 2 MPs (BJP, BJD) spoke, Opposition was protesting
Then suddenly 2 more BJP MPs were called to make brief comments.
Then MoS again spoke briefly & wrapped up.
So, with only 4 MPs speaking, with 3 of them from BJP and with 30 mins of debate only, the India Antarctica Bill was taken up for voting & passed!

A Bill on Uniform Civil Code by Kirodi Lal Meena is listed everytime, but he seems to be always absent & it doesn't get introduced. Same today.

Both Houses get adjourned to 12pm within minutes
But in #LokSabha, an important question on 'Regional Benches of Supreme Court' gets discussed amid protests.
One MP asks if separate benches to deal with crimes against women will be considered....
Law Minister Kiren Rijiju says - agree with the sentiment, but not related to the main Q.
Another MP refers to Law Commission report which had recommended 4 regional benches of SC & division of SC into Constitutional division & legal division, says crores of cases pending.
She also referred to setting up All India Judicial Services.
Law Minister Rijiju responds - Law Commission has submitted 3 reports, recommending regional benches of SC in east, west, north, south but various views on that, SC in its 2010 judgment rejected this suggestion....

Minister again repeats - enough capacity, nothing getting destroyed! Under PM Garib Kalyan Yojana, 80 crore people provided free ration. Then says that she can give figures pre 2014 of wastage, now no destruction, except due to rain etc.

As some MPs raise that they have moved notices, Speaker quickly mentions that today is President's election & adjourns House till 2pm!
After some newly elected & nominated MPs take oath in #RajyaSabha (some like PT Usha, Ilaiyaraaja were not present), Chairperson reads obituaries.
Then Chairperson mentions earthquake in Afghanistan, relief sent by India, condemns terrorist attacks in Nigeria, Afghanistan.
Law Minister moves motion to introduce Election Laws Amendment Bill 2021 in #LokSabha amid protests.
Then Manish Tewari is called to speak on his motion to oppose introduction, he says that it is beyond Parliament's legislative competence, will be detrimental to democracy.
