If Consciousness is not the 'do-er' of anything, then who or what is creating the manifestations appearing within Consciousness?
Duality. = Consciousness (subject) has manifestations (object) in it.

Nonduality = Consciousness is not a ‘thing’ (subject or object,) and all manifestations are only ‘dream’ appearances.

Nothing is being done. Nothing is being created. Nothing is actually ‘happening.’

No. It’s Nothing being Everything. Real-and-unreal.

Mind cannot understand this. And unfortunately, your question originates from mind and the desire to ‘wrap your head around this,’ to come away with a cogent intellectual explanation & clarity about this.

Mind is quite certain it is a real ‘thing,’ and all the 10,000 things that aren’t it are also ‘real.’ In order for mind to operate, right from the start it must take the stance of a ‘thing’ (subject) observing other ‘things (object.)

So mind has no equipment to parse that everything is ‘real-yet-unreal.’

So how?

Go into Silence.
As God says “I am giving you THIS, the rest is up to you”.

And he would probably add “But, please realize, that I am not other than you”

If consciousness could speak, it would say “I am giving myself to everything that wants to arise and to be known”

And it would probably add “But as knowing I am only one. Humans, please realize that, because as you know life, you know myself as yourself. We are not two”.
