The objectives of the research paper were to examine to what extent pre-payment meters (PPMs) in England & Wales are associated with multiple measures of structural economic and health deprivation.

Domestic PPMs are associated with multiple national deprivation measures, including: fuel poverty; income deprivation children & older people; living environment; barriers to housing and services; crime; health & disability; education, skills & training; employment; & income.
In Wales: physical environment; community safety; housing; access to services; education; health; employment; income.
Additional outcomes relate to emergency hospital admissions for chronic obstructive pulmonary disease (England) & all respiratory diseases (Wales).

Higher PPM prevalence is concentrated in low-income families with children & older individuals, & strongly associated with income deprivation affecting children & older people, social rent, & hospital admissions for respiratory diseases, indicating a heightened risk of illness.
The 2017 expert research concluded that instead of blanket policies, interventions on households with PPMs should offer an immediate solution to avoid a health crisis & shield vulnerable households from a ‘heat or eat’ dilemma, & further exacerbating existing inequalities.
