Equivalents for Russia's annexations 2014 & 2022, mass murder of civilians in Mariupol, Bucha etc 2022, and explosion of the #KakhovkaDam 2023 are rare. This is not war against expansionist states like Iraq or Serbia, but a permanent UNSC member's genocide of a peaceful neighbor.
There was no perfect order & full observation of international law & human rights before. But the Russian type of assault with its utilization of:
(A) the NPT & UNSC for an expansion of state territory, &
(B) purposeful interstate mass terror against civilians
is innovative.
PS: A 1977 addition to the #GenevaConvention explicitly forbids the explosion of water reservoirs for military purposes. The #KakhovkaDam is one of the world's largest such viaducts.

This horrible scene is, like the previous publication of the shooting of a Ukrainian soldier, not a spontaneous action. Rather, it is a purposeful, KGB-style "reflexive control" operation designed to drive Moscow's enemy to behave in a way that benefits Moscow. /1
The aim of staging and circulating such horrible scenes seems to be to radicalize Ukrainian soldiers or to make their radicalizaiton appear plausible. A radicalization of Ukraine's society and army is beneficial to Moscow, as this will feed back on defeatist Russian soldiers./2
