One of the many things about the English language that really sucks is that we only have one word "love" and it means many different things in different situations and to different people.
This leads to horrible things like "I love you but I'm not in love with you", or the related awkwardness of:
"I love you"
"Wait, you love me, or you're in love with me?"
"I, um... Check please"
I think this may be a factor in people being reluctant to say "I love you". Fear of confusion. I'm over that, but it took aging and the love of friends pulling me through the past few years to get here.
