If we won’t publicly hand count ballots at precincts then maintaining a transparent chain of custody is crucial. Unfortunately, this is more difficult w/ vote by mail than in person voting. I’m told it can be done. We must make it a priority. Peoples’ lives are being threatened.
The difficulty maintaining a transparent chain of custody does not mean that fraud has occurred. It means you can’t prove that it hasn’t. Which is dangerous under current circumstances especially.

This is a good article, but wrongly implies that the most ardent #HandMarkedPaperBallot proponents are also big vote by mail proponents. In reality, many/most HMPB proponents are not big supporters of vote by mail due to chain of custody concerns. 1/…
In touchscreen and e-pollbook jurisdictions, however, security has already fallen by the wayside for in person voting. And COVID19 has persuaded many HMPB proponents and others that expanded mail voting is necessary for this election. 2/

These barcode ballot machines will not work on election day if the power goes out. We will be left with a stack of blank receipts instead of pre-printed ballots that will keep voting going.

This is a major victory bc it means we are successfully exposing the recklessness of rejecting #HandmarkedPaperBallots in favor of machine-marked summary cards from vendors’ insecure “universal use” barcode ballot marking devices & hybrids, which the #SAFEAct would ban. 1/
It also shows that we have successfully exposed as unacceptable ES&S’s installation of wireless modems in election equipment, which it began doing in 2015. This too would be banned under the #SAFEAct. 2/

I’m thrilled Montgomery, PA switched to #HandmarkedPaperBallots, but the reporting is odd. #HandMarkedPaperBallots shld & usually do cause shorter lines than touchscreens bc touchscreens limit the # of people who can vote at once to the # of touchscreens at the polling place. 1/

🔥 The new #PAVEAct bans dangerous barcode voting systems, "hybrid" ballot marking devices, & touchscreen voting machines. These terms go into effect one year from the date the #PAVEAct is passed, which means that Congress must pass it before November! Start calling! ☎️1/
2/ Here's the text of the #PAVEAct. It expressly requires that jurisdictions give voters the option to mark their ballots by hand. But it does not specify that this option must be provided at the polls (in addition to allowing vote by mail). I wish it did.…
3/ Still, for jurisdictions that use precincts or polling centers, that is the more or less the practical effect of the provisions mentioned in post 1 that ban barcode voting systems, "hybrid" voting systems, and touchscreen voting machines.
