The congressmen Trump is talking about are New York's Chris Collins, charged with insider trading, and California's Duncan Hunter, charged with using more than $200,000 in campaign funds to pay for personal expenses. Both were indicted in August.
Hunter's alleged criminal acts date back to the Obama era. Collins's alleged criminal acts occurred in mid-2017, so that doesn't seem to be an "Obama era investigation."

In this Fox article it states to completely different time lines of events - either it's a 'simple' error in dates or it's just a bunch of bollox.
