Great reporting from FIRE. Students deserve to know whether and to what extent they can expect their university to uphold free speech on campus. This is a point @sarahemclaugh has made in the context of religious schools in America too.
There is a related question of whether religious schools in America do an adequate job of informing incoming students of what to expect (anecdotal evidence suggests they do not), as well as what students/faculty should do when the school changes its policy after enrolment/hire.
Tough questions all around! But I don't think anyone can doubt that universities apply different standards to satellite campuses, and students/faculty/staff absolutely must be informed about them.
