Studies proving it's 10x less expensive to fix bugs earlier in development before release/production have been with us since the 1980s, and have always been wrong.
2/ Yes, it's always true that for a bug you find in release/production, it would've been cheaper to fix had you found it earlier in development. But that's just hindsight fallacy, assuming it was cheaper/easier to find than it was.
3/ Finding bugs in development experiences decreasing marginal returns. That means while you can catch a lot of bugs with little effort, each additional bug gets more and more expensive to find.
4/ That means no matter how much you spend, there's yet one more bug that your customers will find in release/production fairly easily.
