Just in from @tamarakeithNPR - WH special counsel Emmet Flood wrote to the Attorney General April 19 to "memorialize concerns" about the Mueller report, which he called "part 'truth commission report' and part law school exam paper."
Flood makes argument similar to the one we heard from AG Barr yesterday: criticizing Mueller team for not making a prosecutorial decision on obstruction. "This species of public report has no basis in the relevant regulation & no precedent in the history of special counsel probes
In the letter, WH special counsel Flood says Trump's decision to "permit disclosure" of the Mueller report "does not waive any privileges or protections for the (special counsel's office) underlying investigative materials" including FBI summaries of witness interviews.
Flood also seems to signal that the WH could put up a fight over Democratic bid to get Don McGahn to testify to Congress. "It is one thing for a President to encourage complete cooperation & transparency in a criminal investigation conducted largely w/in the Executive Branch..."
"It is something else entirely to allow his advisers to appear before Congress, a coordinate branch of government, and answer questions relating to their communications with the President and with each other."
