Robert Mueller is talking. "I have not spoken publicly. . . I am speaking out today because our investigation is complete. . . We are formally closing the special counsel's office."

Mueller announces his resignation.
Mueller wants his office's "written work to speak for itself." He's recapping what his investigation found about Russian interference with email hacking and misinformation.
"We also investigated efforts to obstruct the investigation," Mueller says.

"When a subject of an investigation obstructs that investigation or lies to investigators, it strikes at the core of the government's effort to strike at the truth and hold wrong doers accountable."

Mueller says he was always going to follow Justice Department guidance preventing charging a sitting president.

"Charging the president with a crime was therefore not an option we could consider."
"We appreciate that the attorney general made the report largely public," Mueller says.

He said he doesn't question William Barr's "good faith" in this effort.
Mueller essentially says his potential testimony to Congress would be boring.

"The report is my testimony," and he would not provide information beyond the report.

"I do not believe it would be appropriate for me to speak further."
