- Our investigation is complete.
- We are formally closing the special counsel office.
- And I am leaving for private life.
Now I'll talk about the report...
- The matters we investigated were of paramount importance.
- When a subject under investigation obstructs that investigation it strikes at the core (of what law enforcement does).
Charging the president with a crime was not an option we could consider.
(DOJ policy is that) a current president cannot be charged w/ a federal crime while he is in office. That is unconstitutional.
Mueller is saying that they did not charge, or consider charging the president, because he is president.
It would be unfair to accuse someone of a crime when there can be no court resolution of a charge.
We concluded therefore we would not reach a determination one way or the other about whether the president committed a crime.
