If you are going to fire anybody over phishing, fire HR employees who send out legitimate emails that are indistinguishable from phishing.

Seriously, though, employee inboxes are flooded with obvious phishing attempts that they are already successfully fending off. Falling for phishing means they can only be 99% successful instead of 100%.
