THREAD: This would be a big victory for Juul if true. They already pulled their fruity pods and Mint from the market. This would force the remaining mass market e-cig makers like NJOY to do the same, making it easier for Juul to capture that market share. wsj.com/articles/fda-t…
Juul remains the most popular brand among kids and will cement that position. The only alternative to measurably affect these youth trends was to pull all pod based products, or take selective action against Juul based on the data showing overwhelming kids' use of their product.
It's a good step but will principally impact NJOY's blueberry flavor which was gaining popularity. The question of whether it will impact youth trends? The biggest impact will be if the 21 age limit gets implemented quickly. That will take e-cig use out of the high school age set
It will be important to quickly implement and enforce the 21 age limit on the purchase of tobacco products, including e-cigs. Now that the flavor policy appears settled for the foreseeable future, T21 will have the most profound and immediate impact on youth use and the 2020 NYTS
Presumably flavored e-liquids will still be commercially available and kids may seek to refill pods with those liquids, making age enforcement paramount. But this may make it easier to enforce against counterfeit flavored pods since no mass market flavored pods should be for sale

One alternative was to remove entirely the pod based, mass market e-cigs and preserve the open tank systems for currently addicted adult smokers. Last month, I outlined that policy in the Washinton Post: washingtonpost.com/opinions/this-…
Another option is to take action against Juul since data shows that the majority of kids who use e-cigs are using its product. I outline the basis for that option here: aei.org/research-produ…
And here. Remember the attraction to kids isn't just the flavors. It's the form and factor of the "sleek" pod based products like Juul and the high nicotine hit they offer: cnbc.com/video/2019/11/…
The policy mirrors a proposal we issued in March 2019 in response to the 2018 data on youth use, that sought to restrict the sale of flavored e-cigs in convenience stores to reduce kids' access to the most appealing products. fda.gov/news-events/pr…
But at the time, I said on Twitter and elsewhere, that if they 2019 NYTS showed another increase in youth use -- as it subsequently did -- we might seek to ban the pod e-cig based products entirely, as a category:
That March 2019 policy would have restricted the sale of ALL nicotine flavors in convenience stores, including e-liquids sold in bottles — and not just when those flavors were packaged in pre-filled, mass produced cartridges. fda.gov/news-events/pr…
