Well Eyjafjallajökull looks pretty stable, but since eruptions of Katla tend to follow eruptions of Eyjafjallajökull...unless our government want to endanger our citizens...this doesn't look like a great idea.

(Don't underestimate the negative trade effect of the last ash cloud)
There are countless other reasons why this is a bad idea, but Katla is the one that a trade person would know about and an economist like Tim Leunig probably wouldn't think twice about.
He can be super intelligent and really good with a slide rule, but unless his calculations have taken into account what happens if there is a massive disruption to air trade based on tectonic movements, let's not leave this to an algorithm?
